Position Summary
Under the direction of the Quality Improvement (QI) Manager, the QI Specialist facilitates quality improvement projects for individual departments and the organization. The QI Specialist is responsible for analyzing and reporting findings, as well as developing tools to measure improvement. The QI Specialist II collaborates with clinical teams, care coordinators, population health staff, and informatics to operationalize performance improvement activities across Eisner Health in alignment with HRSA, CMS, NCQA-PCMH, Medi-Cal MCP, and health plan requirements. This role contributes directly to achieving organizational performance goals by translating measure logic into actionable workflows and supporting data-driven decision-making.
Quality Program Support & Regulatory Alignment
- Supports execution of the organizational Quality Improvement Program in alignment with HRSA, UDS, HEDIS, CMS, NCQA-PCMH, PHMI, and Medi-Cal MCP reporting requirements.
- Assists in preparing documentation, reports, and supporting evidence for audits, NCQA-PCMH recognition, and HRSA OSV readiness activities.
- Provides performance oversight and technical support for assigned Clinical Quality Measures (CQMs), working in close coordination with QI CHWs, QI MAs, QI Specialists I, and clinical leadership to ensure accurate implementation and monitoring.
- Maintains advanced working knowledge of quality measure specifications, logic, and updates related to evolving regulatory and payer requirements; translates updates into guidance for measure leads and clinic teams.
- Maintains advanced working knowledge of EHR and population health management tools to support performance monitoring, report development, and data interpretation.
- Maintains working knowledge of patient registration, documentation, and clinical workflows to assess downstream impact on quality performance.
- Prepares analytic summaries, performance updates, and supporting materials for QI Committee meetings, workgroups, and internal QI communications.
- Participates in external QI collaboratives, learning sessions, and professional conferences; synthesizes and disseminates relevant best practices, regulatory updates, and improvement opportunities to leadership and cross-functional teams.
Data Integrity, Reporting, & Care Gap Analytics
- Oversees generation and review of care gap lists, registries, and performance reports produced by QI staff using EHRs, payer portals, and population health platforms.
- Performs advanced data validation and cross-platform reconciliation; identifies trends, anomalies, or systemic issues affecting measure performance and escalates findings to department leadership.
- Translates multi-source data into clear, executive-ready tables, visualizations, and analytic summaries to support clinical, operational, and leadership decision-making.
- Supports leadership-level performance reporting and prepares analyses for QI Committee review, executive discussions, and cross-departmental planning.
Performance Improvement, Workflow Optimization & Clinic Engagement
- Provides analytic and operational support for PDSA cycles, root cause analyses, and performance improvement initiatives led by department leadership.
- Monitors measure performance trends, outreach effectiveness, and workflow adherence across clinics and teams; identifies performance risks and improvement opportunities.
- Reviews and refines workflow maps, process flows, tip sheets, and job aids developed by QI staff to ensure alignment with measure logic, regulatory requirements, and operational feasibility.
- Supports standardization of pre-visit planning (PVP) and point-of-care care gap closure workflows by assessing performance impact and recommending adjustments as needed.
- Provides technical guidance, training support, and escalation assistance to QI CHWs, QI MAs, and QI Specialists I related to documentation standards, measure interpretation, and data use.
- Tracks implementation, adoption, and performance outcomes of new or revised workflows and reports findings to department leadership.
Patient Engagement (Oversight Role)
- Supports patient outreach strategies by monitoring performance, volume, and outcomes of campaigns executed by QI CHWs, QI MAs, and QI Specialists I.
- Reviews outreach results and patient experience data; prepares analytic summaries and recommendations for leadership review in coordination with the QI Manager.
Requirements and Qualifications:
- Bachelor’s degree in a relevant field, or equivalent combination of education & experience.
- Minimum of 3 years of experience in conducting healthcare quality improvement, analytics, research, or operational support, with demonstrated progression in responsibility.
- Demonstrated experience conducting Plan-Do-Study-Act (PDSAs), providing project coordination and oversight, supporting quality initiatives, or health services research.
- Advanced Excel expertise, including multi-source data integration, cross-dataset lookups (XLOOKUP, INDEX-MATCH), pivot tables, conditional logic, and data validation techniques to support complex quality and performance reporting.
- Strong analytical, organizational, and planning skills, with the ability to manage multiple projects and competing priorities.
