Role Summary: The QA/QC Manager is responsible for establishing, implementing, and controlling the Quality Assurance and Quality Control system for the Heat Treatment and Finishing Line Expansion Project at ArcelorMittal (AMTPJ) in Jubail, Kingdom of Saudi Arabia. The role ensures full compliance with AMTPJ-JESCO standards, international codes, Saudi laws and project specifications across all disciplines, including civil, mechanical, piping, electrical, and automation works.
Job Duties & Responsibilities:
- Develop, implement, and maintain the Project Quality Plan (PQP), Inspection and Testing Plan (ITP) in line with AMTPJ-JESCO Quality Requirements and ISO standards.
- Act as the primary quality interface from JESCO, consultants, and Contractor's quality teams.
- Ensure strict compliance with contractual specifications, international standards (ASTM, ASME, ISO, EN), and project procedures.
- Manage QA/QC activities for civil, mechanical, piping, electrical, and automation systems.
- Ensure quality compliance for fabrication, erection, installation, alignment, field survey, welding, piping pressure testing, and coating works.
- Monitor electrical and automation installations, including control panels, instrumentation, PLC systems, and interlocks.
- Establish and control Inspection and Test Plans (ITPs) and Quality Control Procedures for all project phases.
- Supervise NDT activities (UT, RT, MT, PT) and ensure acceptance criteria are met.
- Coordinate third-party inspections, factory acceptance tests (FAT), site acceptance tests (SAT), and final acceptance.
- Lead and manage a team of QA/QC Engineers, Quality Inspectors and Field Surveyors across all disciplines.
- Issue, manage, and close Non-Conformance Reports (NCRs), including root cause analysis and corrective/preventive actions followed by lesson learnt register update.
- Conduct internal audits, surveillance inspections, and quality reviews.
- Ensure proper quality documentation, dossiers, and handover packages for commissioning and project close-out.
Education & Experience:
- Bachelor's degree in mechanical engineering or a relevant Engineering discipline.
- Minimum 15 years of progressive QA/QC leadership experience across multi-disciplinary industrial projects, with demonstrated responsibility for civil, mechanical, piping, electrical, and automation/controls scopes throughout all project phases from design review to fabrication, erection, installation, testing, commissioning, and final handover.
- Extensive hands-on experience managing quality requirements for large-scale EPC or brownfield/greenfield industrial facilities, preferably within the steel, metals, or heavy manufacturing sector, including exposure to heat treatment processes, metallurgical operations, finishing lines, and high-precision equipment installation.
- Proven capability in overseeing end-to-end QA/QC workflows, including material inspection, fabrication quality, civil/structural inspections, welding & NDT, mechanical assembly, piping system testing, electrical and instrumentation installation verification, loop checks, PLC/SCADA validation, and automation system interlock testing.
- Significant background coordinating with consultants, contractors, OEMs, and third-party inspectors (TPI) to ensure cross-discipline alignment, compliance with project specifications, and successful execution of FAT/SAT activities for multi-disciplinary equipment and systems.
- Prior experience working in Saudi Arabia or GCC mega projects is highly preferred, with strong familiarity in navigating local codes, standards, regulatory approvals, and project quality governance frameworks.
