SALARY RANGE: $3,380.16 - $4,994.06 Bi-weekly / $87,884.16 - $129,845.04 Annually

REPORTS TO: Manager, Risk Management and Quality Assurance

The Regional Center of the East Bay (RCEB) is one of 21 Regional Centers that are community-based, private non-profit corporations under contract with the California Department of Developmental Services. RCEB provides intake, assessment, diagnosis, and coordinates community-based services for over 25,000 children and adults with developmental disabilities in Alameda and Contra Costa counties.

RCEB envisions a future where persons with developmental disabilities are truly a part of the community. Persons with developmental disabilities receive supports and services they need to succeed. The supports and services change as the need changes.

In our dream, children with developmental disabilities live with families in typical communities. Many choose to attend their neighborhood schools and play with neighborhood friends. Adults with developmental disabilities live in the residence of their choice – with family members, with friends, or with their spouse / significant other. They engage in activities of their choice – work, volunteering, education, training, or leisure. They have meaningful relationships with friends and coworkers and are seen as valuable, contributing members of their communities.

DUTIES: Perform administrative and supervisory functions, as assigned, to ensure that effective and high quality of services are provided for consumers of the Regional Center of the East Bay.

Under general direction:

  • Interview, select, train, assign, schedule, supervise, and evaluate Quality Assurance staff.
  • Supervise Quality Assurance process for residential and non-residential vendors of the Regional Center of the East Bay.
  • In coordination with Resource Development Staff and the Manager, Risk Management and QA, supervise a program of training and technical assistance for Regional Center of the East Bay vendors, which includes RCEB's philosophy and policies regarding standards of service and specific expectations of vendor services and programs.
  • Provide consultation and assistance in the interpretation and enforcement of Title 17 regulations for RCEB staff, providers, and other agencies.
  • Asses need, develop and provide in-service trainings and orientation to RCEB staff as assigned.
  • Serve as consultant or liaison to assigned community programs, agencies, or organizations, including DDS and Community Care Licensing.
  • Review and make recommendations regarding the proposed evaluation of programs and services as assigned.
  • Develop, coordinate, and implement quality assurance policies for RCEB, concentrating on HCBS.
  • Assist in the supervision and direction of SIR Coordinators and processes.
  • Assisting with HCBS compliance activities, including participating in statewide committees, DDS funding activities, and promoting Person Centered Training.
  • Perform other related duties as required.

MINIMUM QUALIFICATIONS:

  • Master's degree in a human services field with two years' experience providing Regional Center Quality Assurance, (or) Bachelor's degree in human services with four years' experience providing Regional Center Quality Assurance.
  • Ability to analyze data and draw sound conclusions; prepare clear and concise written reports; make cogent verbal presentations; establish and maintain cooperative working relationships with internal and external parties.
  • Excellent organizational skills, including ability to plan a course of action and follow-through in a timely manner. Computer skills required.
  • Automobile and valid driver's license required.
  • Demonstrate cultural awareness and sensitivity and an ability to work effectively with culturally diverse populations.
