PURPOSE OF CLASSIFICATION – QUALITY COMPLIANCE OFFICER

The purpose of this classification is to perform a variety of professional quality project site compliance within the Community Development Department. Work is performed under the general supervision of the Building Permits Concierge Manager. This position will be responsible for quality compliance control in zoning matters, Business license issues and building permit site investigations.

The purpose of this classification is to provide support to the Building Permits Concierge and Business License Division for compliance for zoning conditions, exterior finish materials, landscape installation and new business license locations. This position reports directly to the Building Permits Concierge Manager.

ESSENTIAL FUNCTIONS
The following duties are normal for this position. The omission of specific statements of the duties does not exclude them from the classification if the work is similar, related, or a logical assignment for this classification. Other duties may be required and assigned.

Enforce alcohol, building, business license and zoning codes.
Visits new/existing commercial locations within jurisdiction.
Monitors assigned territory daily to identify new or closed businesses.
Verifies whether businesses have active license and have it posted in public view; ensure that businesses meet the zoning requirements before a license is issued. Directs business owners to the business license office for further assistance in obtaining occupational tax certificate.
Updates license database daily to reflect businesses inspected.
Checks distance and seating requirements for alcohol licenses.
Visit site locations to verify what is on the ground matches permits issued.
Verify that zoning conditions are met on sites that are under construction.
County wide sign audits using permit/license database analytics with the purpose of bringing non-complaint signs into full compliance.
Takes inventory and works with Code Enforcement to issue citations of unkempt exterior signage and façade deterioration.
Organize sign sweeps to remove signs that are in the ROW with the Code Enforcement Division.
Works with 3rd party inspection team when violations on site are found.
Maintain coordination with other departments/agencies relevant to compliance activities.
Prepares and attends Community Meetings. Responds to homeowners’ complaints on homes constructed within 1 year of the issuance of the certificate of occupancy.
Acts as a liaison with the homeowner and builder to resolve issues after the certificate of occupancy has been issued.
Inspect and investigate potential violations of county codes and other laws which have been reported to determine if a violation has occurred.
Research land ownership records, permitting records and past or current violations.
Prepare descriptive summary reports on conditions and findings regarding each case investigation to document potential violations for case preparation.
Prepare legal notices/citations for violations to be sent or served directly upon violators after inspection.
Communicates with alleged violators regarding findings, informs violators of the process involved for the resolution of the violation.
Re-inspect violations for compliance, issues citations and notices to appear, and prepares reports as necessary.
Appear in court or other judicial proceedings to submit evidence and case summaries for the enforcement/prosecution of infractions of codes, ordinances and/or laws.
Assist Zoning Division with Board of Zoning Appeals.
Zoning Advisory Group and Board of Commissioners signs removal after the hearing deadline.
Post and/or deliver notices from the License Review Board.

ADDITIONAL FUNCTIONS

Perform miscellaneous tasks as needed, which may include answering telephones, assisting customers at the counter in Building Permits Concierge/Business division, making copies, and/or filing documentation. Perform the duties of a Permits/License Technician as needed. Performs other related duties as required.

MINIMUM QUALIFICATIONS

High school diploma or GED; supplemented by three (3) years previous experience and/or training in a related field of code enforcement inspections, customer service, administrative work, and/or human interaction; or any equivalent combination of education, training, and experience which provides the requisite knowledge, skills, and abilities for this job. ICC Housing Rehabilitation Inspector Certification with one (1) year of employment. Must possess and maintain a valid Georgia driver's license.

Physical Ability: Tasks require the ability to exert very moderate physical effort in light work, typically involving some combination of stooping, kneeling, crouching, crawling, and which may involve some lifting, carrying, pushing and/or pulling of objects and materials of moderate weight (12-20 pounds).
Sensory Requirements: Some tasks require the ability to perceive and discriminate sounds, odor, depth, and visual cues or signals. Some tasks require the ability to communicate orally.

Environmental Factors: Performance of essential functions may require exposure to adverse environmental conditions, such as dirt, dust, pollen, odors, wetness, humidity, rain, fumes, temperature and noise extremes, traffic hazards, toxic agents, violence, disease, or pathogenic substances.
