Job Responsibility
a. Oversee the daily operations of the Quality Department comprehensively, implement the project quality management system, and serve as the direct responsible party for quality control, acceptance, and documentation archiving throughout the entire construction process. Ensure that project quality fully complies with Saudi Arabia's SBC Building Code, the owner's supervision quality standards, and contractual requirements.
b. Lead the development of project quality plans, quality control manuals, and specialized quality acceptance protocols, specifying quality standards, acceptance procedures, and key control points for each sub-project component. Ensure compliance with Saudi Arabian standards and client requirements, complete internal audits, and submit reports for supervisory approval. Establish a closed-loop quality control system covering the entire project lifecycle, clarify quality responsibilities across all positions, conduct comprehensive quality training and technical briefings, and enhance quality awareness throughout the organization.
c. Responsible for quality inspection of incoming raw materials, components, and equipment, verifying product certificates and test reports issued by authoritative Saudi local institutions, completing sample submission for testing and supervisory witnessed sampling. The use of non-compliant materials or equipment is strictly prohibited upon entry.
d. Responsible for quality inspection throughout the construction process, on-site supervision of critical procedures, and acceptance of sub-projects and sub-items, with a focus on controlling construction quality in core processes such as deep foundation excavation, reinforcement, formwork, concrete, and waterproofing; issuing rectification notices for identified quality issues, supervising closed-loop rectification, conducting re-inspections and acceptance, and eliminating potential quality hazards.
e. Collaborate with qualified third-party testing institutions in Saudi Arabia to coordinate on-site testing, physical testing, and functional testing, ensuring that test results comply with regulatory requirements and that testing documentation is fully archived.
f. Coordinate with the owner and the quality engineer of the supervision team to complete the inspection and acceptance of all procedures and sub-projects, ensuring first-time approval, while simultaneously obtaining the supervision team's signature confirmation to establish a complete acceptance record.
g. Responsible for the collection, organization, translation, and archiving of complete project quality acceptance documentation, test reports, rectification records, and other relevant files, ensuring the completeness, standardization, and traceability of the materials to meet the documentation requirements for completion filing by Saudi Arabian government authorities and owner supervision.
h. Responsible for the prevention and management of common quality defects, leading the formulation of targeted control measures to reduce the incidence of quality issues.
i. Collaborate with the business department to prepare quality-related documentation for visas and claims, and coordinate with the supervisor to finalize the approvals.
Job Requirements
a. At least 5 years of experience in quality management for major overseas construction projects, including at least 3 years of relevant experience in Saudi Arabia/Middle East, with full-cycle quality management experience for at least one Saudi project from commencement to completion.
b. Proficient in Saudi Arabian SBC building codes and European/American construction quality standards, with expertise in local raw material testing procedures and third-party inspection requirements in Saudi Arabia. Possesses extensive hands-on experience in comprehensive quality control throughout the entire lifecycle of housing construction and infrastructure projects.
c. Fluent English is required for seamless quality coordination, proposal review, and acceptance communication with owners and supervisors. Candidates with basic Arabic proficiency will be given priority.
d. Demonstrates rigorous and meticulous work ethic with strong principles, possessing exceptional capabilities in quality risk prediction, problem identification, and corrective action supervision, with no adverse records related to major quality incidents.
e. Proficient in quality-related clauses of FIDIC construction contracts, with hands-on experience in the entire process of quality acceptance and documentation archiving.
On-duty node
The contractor shall commence on-site within 10 days after winning the bid. Upon successful bid, the quality plan formulation, material acceptance criteria determination, and supervision coordination will be initiated to ensure full establishment of the quality control system prior to project commencement.
