Brief Job Description:

The Quality Management Analyst Planner (QMAP) supports the Associate Commissioner of the Facility Operations and Support Services (FOSS) division by performing advanced professional work in organizational performance, quality improvement, and policy analysis. This role contributes to strategic planning, develops and tracks performance metrics, and supports quality and process improvement initiatives across the division. Reporting to the Associate Commissioner and working closely with the FOSS Project Manager, the analyst plays a key role in enhancing operational effectiveness and achieving division goals.

The QMAP administers business support services including advising and supporting state and regional operations, implementation of procedures and policies, evaluating functions, and analyzing comprehensive and historical data. Responsible for employing appropriate organizational and management skills to carry out policies, procedures, and standards. Develops and maintains good working relationships with staff, peers, management, agency stakeholders, vendors and advisory groups. Often represents FOSS on committees and workgroups and at agency and community meetings. Assist other Agencies in coordinating facility related projects to meet the needs of the program and their client service initiatives.

This position requires advanced analytical skills, independent judgment, and the ability to manage complex tasks with minimal supervision. Occasional travel and work outside of regular business hours may be required.

Essential Job Functions (EJFs):

  • Develops, documents, and manages business processes, policies, and procedures across the FOSS division.
  • Coordinates, plans, and conducts organizational studies and evaluations to support strategic and operational goals.
  • Establishes and monitors performance metrics, identifying trends, gaps, and opportunities for improvement.
  • Evaluates and recommends changes to forms, reports, systems and procedures to improve performance.
  • Conducts training sessions on new or revised FOSS policies, procedures, tools, and data reporting practices.
  • Participates in in the development and implementation of organizational change strategies and plans.
  • Prepares clear, concise executive level reports presenting data, identifying alternatives, and recommending improvements.
  • Creates and leads workgroups, setting schedules and priorities to develop new processes, discuss performance strategies, develops statewide projects, and evaluates opperational performance activities.
  • Supports the development of project work, timelines, and milestone tracking tools for process improvement efforts.
  • Leads or supports cross-functional meetings and stakeholder engagement sessions with leadership.
  • Performs other duties and special projects as assigned.

Knowledge, Skills and Abilities (KSAs):

  • Strong knowledge of project management principles and process improvement methodologies.
  • Analytical thinking and the ability to apply logic to evaluate systems and identify solutions.
  • Ability to communicate clearly and concisely, both orally and in writing, including simplifying complex topics for a variety of audiences.
  • Effective collaboration skills with the ability to work across teams and with stakeholders at all levels.
  • Familiarity with performance measurement, quality models, and data interpretation.
  • Ability to manage the development and implementation of quality improvement initiatives.
  • Proficiency in and with data analysis and visualization tools (e.g., Tableau, Power BI).
  • Knowledge of change management frameworks and organizational transition planning.
  • Proficient in Microsoft Office (Excel, PowerPoint, Word, Teams) and project management tools (e.g., Microsoft Project).
  • Ability to prioritize tasks, manage competing deadlines, and work independently.
  • Strong interpersonal skills and the ability to foster productive working relationships.
  • Ability to prepare clear, concise executive level reports and make sound, data-informed decisions.

Registrations, Licensure Requirements or Certifications:

Valid Class C driver’s license.

Initial Screening Criteria:

  • Bachelor’s degree from an accredited college or university in business administration, public administration, quality management, or a related field. (Equivalent experience may be substituted for education on a year-for-year basis.)
  • Minimum of three (3) years of experience developing and implementing policies and procedures, conducting functional evaluations, and analyzing data.
  • Demonstrated experience facilitating cross-functional teams and delivering presentations to leadership.
  • Application must reflect strong written communication skills.

Additional Information:

This position may travel locally and across the state which could include overnight stays.
