Quantity Surveyor – Pre-Contracting Experience (Job Description)

Role Overview:
Responsible for managing all pre-contract commercial and cost management activities, including cost estimation, tender preparation, value engineering, and procurement support to ensure projects are financially viable before construction begins.

Key Responsibilities

1. Cost Planning & Estimation

  • Prepare preliminary cost estimates and detailed cost plans based on drawings and specifications.
  • Conduct quantity take-offs and measurements using standard methods (NRM, SMM, etc.).
  • Develop budget estimates and feasibility studies for proposed projects.
  • Analyze project scope to identify cost risks and opportunities.

2. Tendering & Bid Management

  • Prepare tender documentation, BOQs, and pricing schedules.
  • Invite and evaluate subcontractor and supplier quotations.
  • Perform commercial analysis of bids and prepare tender comparison reports.
  • Assist in tender negotiations with subcontractors and suppliers.

3. Value Engineering

  • Propose cost-effective alternatives without compromising quality or design intent.
  • Support the design team with cost advice during design development.
  • Identify opportunities for cost optimization and savings.

4. Procurement Support

  • Prepare procurement strategies and tender packages.
  • Assist in selection and evaluation of subcontractors.
  • Review subcontractor pricing and scope compliance.

5. Risk & Cost Analysis

  • Identify potential commercial risks during pre-contract stage.
  • Prepare cost reports and budget tracking during design development.
  • Maintain a cost database for benchmarking future projects.

6. Coordination

  • Liaise with architects, engineers, consultants, and project managers during the design phase.
  • Participate in design review meetings to ensure cost control.
  • Provide commercial input to support project feasibility decisions.
