Quantity Surveyor – Pre-Contracting Experience (Job Description)
Role Overview:
Responsible for managing all pre-contract commercial and cost management activities, including cost estimation, tender preparation, value engineering, and procurement support to ensure projects are financially viable before construction begins.
Key Responsibilities
1. Cost Planning & Estimation
- Prepare preliminary cost estimates and detailed cost plans based on drawings and specifications.
- Conduct quantity take-offs and measurements using standard methods (NRM, SMM, etc.).
- Develop budget estimates and feasibility studies for proposed projects.
- Analyze project scope to identify cost risks and opportunities.
2. Tendering & Bid Management
- Prepare tender documentation, BOQs, and pricing schedules.
- Invite and evaluate subcontractor and supplier quotations.
- Perform commercial analysis of bids and prepare tender comparison reports.
- Assist in tender negotiations with subcontractors and suppliers.
3. Value Engineering
- Propose cost-effective alternatives without compromising quality or design intent.
- Support the design team with cost advice during design development.
- Identify opportunities for cost optimization and savings.
4. Procurement Support
- Prepare procurement strategies and tender packages.
- Assist in selection and evaluation of subcontractors.
- Review subcontractor pricing and scope compliance.
5. Risk & Cost Analysis
- Identify potential commercial risks during pre-contract stage.
- Prepare cost reports and budget tracking during design development.
- Maintain a cost database for benchmarking future projects.
6. Coordination
- Liaise with architects, engineers, consultants, and project managers during the design phase.
- Participate in design review meetings to ensure cost control.
- Provide commercial input to support project feasibility decisions.
