PURPOSE:
This role is to provide cost management, quantity surveying, and contract administration support for drainage and sewage network operations and maintenance (O&M) projects. The Quantity Surveyor ensures accurate estimation, cost control, and financial reporting while supporting project teams to deliver services within budget and contractual requirements.
ROLES & RESPOSIBILITIES
- Prepare detailed cost estimates, bills of quantities (BoQs), and cost breakdowns for O&M activities, repairs, and rehabilitation works.
- Evaluate material, labor, and equipment requirements for planned and reactive maintenance works.
- Develop and monitor cost control systems to ensure expenditure aligns with budgets.
- Provide cost projections and variance analyses to support project planning and decision-making.
- Conduct on-site measures for completed work to verify contractors’ claims and work progress.
- Prepare and verify interim payment certificates, variation orders, and final accounts.
- Maintain accurate quantity and cost records for all O&M activities.
- Review and interpret contract documents, specifications, and scope of works for compliance.
- Support tendering, bidding, and subcontractor procurement activities for maintenance works.
- Assist in contract negotiation, cost evaluation, and claims management.
- Prepare periodic cost and progress reports for management and client review.
- Maintain updated records of all cost data, variations, and contractual correspondence.
- Support audit requirements and ensure adherence to company financial policies.
- Coordinate with engineers, planners, and site supervisors to collect field data for valuation.
- Advise project teams on cost implications of technical decisions or scope changes.
- Support performance evaluation of subcontractors and suppliers from a cost perspective.
Experience:
- Minimum 5–8 years of experience as a Quantity Surveyor in drainage, sewage network, or utility O&M projects.
Competencies:
- Proficiency in MS Excel, AutoCAD, and QS software.
- Strong knowledge of drainage/sewage systems, materials, and maintenance methods.
- Excellent skills in quantity take-off, rate analysis, and tender evaluation.
- Familiarity with GIS-based asset management systems is an advantage.
Education:
- Bachelor’s degree in civil engineering, quantity surveying, or related discipline.
