1. Purpose of Hiring
Pioneer Engineering KSA requests approval to recruit a Quantity Surveyor (QS) Engineer to support cost management, tendering, and commercial activities for ongoing and upcoming projects in the Kingdom of Saudi Arabia. This role is essential to ensure accurate cost control, competitive tendering, and effective commercial support throughout the project lifecycle.
2. Business Justification
- Increasing volume of projects requiring cost estimation and tender support in KSA
- Need for in-house QS expertise within the Riyadh office
- Support for tender preparation, evaluation, and contract administration
- Enhancement of cost control, value engineering, and commercial risk management
- Alignment with Pioneer Engineering’s growth and expansion strategy in Saudi Arabia
3. Key Responsibilities
The QS Engineer will be responsible for, but not limited to, the following:
- Preparation of detailed cost estimates and Bills of Quantities (BOQs)
- Preparation of tender documents including pricing schedules, BOQs, and commercial sections
- Analysis and evaluation of contractor tenders and preparation of tender analysis reports
- Coordination with design teams to ensure accurate quantities and cost inputs
- Preparation of cost plans and project budgets at various design stages
- Supporting value engineering and cost optimization exercises
- Assisting in contract documentation and post-tender clarifications
- Supporting commercial negotiations during tender and post-award stages
- Maintaining organized and up-to-date cost and tender documentation
4. Required Qualifications & Experience
Minimum Experience:
- Minimum 5 years of professional experience in quantity surveying within engineering consultancy or construction firms
Professional Experience Requirements:
- Proven experience in preparation of tender documents for infrastructure, building, or mixed-use projects
- Strong experience in contractor tender analysis, comparison, and reporting
- Experience in cost planning, budgeting, and BOQ preparation
- Familiarity with standard forms of contract (FIDIC or similar)
- Experience working within multidisciplinary engineering environments
- Familiarity with Saudi Arabia market practices and authority requirements is an advantage
Software & Technical Skills (Mandatory):
- Advanced proficiency in MS Excel for cost analysis and tender evaluation
- Experience in quantity take-off and cost estimation software (e.g. CostX, PlanSwift, or similar)
- AutoCAD / Revit ability to extract quantities is an advantage
- Strong understanding of cost reports, commercial summaries, and tender comparison matrices

Education:
