Job Purpose

To lead and coach the Radio Planning team to ensure full indoor and outdoor coverage with competitive quality of service all over the network.

 Supervise Planning nominals of 2G/3G macro sites and recommend 3G site upgrades through coverage prediction, performance analysis, area awareness, and Radio Frequency planning guidelines manual for coverage enhancement, capacity enhancement, resolving performance issues of neighboring sites, events, newly developed areas, areas loosing roamers, and closure of national roaming.  Supervise the preparation of in-building RF designs to provide indoor coverage and plan outdoor micro sites in hot spots to absorb traffic and enhance coverage.  Provide physical design parameters following NTRA regulations, TRX configuration, and number of E1s of new site options to ensure the coherence with all regulations.  Supervise the Preparation of new site creation form including initial logical parameters, frequency, neighbors, BSCI, SC & prepare creation forms for cell reconfiguration.  Provide frequency for the added TRX and prepare frequency changes manually or using planning tool to improve network QoS.  Monitor external border and national roaming areas to re-plan border sites in order to prevent coverage gaps.  Plans additional sectors and activating software features as TCC and Power Boost to maximize site utilization, and recommend physical changes as antenna height, antenna tilt, and antenna re-azimuth to improve network QoS.  Review final acceptance Reports of new sites and supervise initial site tuning to ensure proper functionality using monitoring tools.  Supervise the Conduction and analysis of drive tests related to customer complaints, new site acceptance, cluster optimization, network coverage plots, and special tests to ensure competitive quality of service.  Review the preparation, maintenance, and audit of RF database: working sites, planned sites, frequency, and cell file to ensure reaching the planned coverage and its quality.  Prepare global frequency plans, coverage maps, network wide traffic and revenue analysis to guide rollout plan.  Assist the manager in the coordination with Geo-analysis and Geo-marketing teams to meet their requirements regarding rollout plan, coverage maps, customer complaints, events, and business cases.  Assist in producing the annual rollout plans, monitor site progress coordinating with projects, and support in option search.  Revise site master plan periodically to implement needed modifications.  Ensure shared data, tools, and equipments specifications are accessible by all team members and ensure the understanding among the team members to create a healthy work environment.  Ensure all team members follow work processes and recommend additional headcounts and tools needed for the team to get the best out of the team.  Coach team members to increase their efficiency.

QUALIFICATIONS_ESSENTIAL

University Degree in Telecommunications Engineering.  Minimum 4 to 6 years experience.  Very good computer skills.  Very good knowledge in MS Word, MS Excel, and MS Power Point.  Very good experience in drive test tools as TEMS.  Very good in Arabic & English, reading, writing, & oral.  Very good communication skills.

QUALIFICATIONS_DESIRABLE

 Experience in all RF functions (planning, optimization, capacity planning, and indoor design).  Very good experience in in-building design  Good knowledge and experience in Visual Basic and Macro creation.  Advanced knowledge in MS Excel  Good knowledge in MS Access  Skill to develop software tools  Energetic, and physically fit.  Good negotiation skills
