We are currently seeking a Rail Planning and Strategy Consultant in Qatar.

Responsibilities:

• Lead the creation and optimization of strategic frameworks, masterplans, and roadmaps for logistics and transportation projects.
• Provide expert analysis and strategic recommendations for transportation and logistics planning, design, and operational readiness for several projects on a country-wide level.
• Advise on long-term supply chain, freight, and passenger logistics planning, ensuring robust and future-oriented solutions.
• Support clients and project stakeholders with market analysis, scenario planning, and strategic decision-making for transportation and logistics topics.
• Engage directly with clients and local authorities to ensure alignment and buy-in for developed strategies.
• Coordinate with multidisciplinary teams such as engineering, operations, and PMO, ensuring integrated and effective delivery; and present analysis, progress, and recommendations in regular meetings.
• Identify risks and opportunities in logistics planning and lead mitigation and adaptation strategies in support of project objectives.
• Ensure all strategies are compliant with regional regulations and global standards.

Qualifications:

• Master’s degree in Transportation Engineering, Logistics, Supply Chain Management, or related discipline (advanced degree, e.g. PhD, strongly preferred).
• At least 16 years of professional experience, with proven experience in senior roles within the transportation infrastructure of at least 11 years.
• Proven experience as a project lead or team manager on at least 2 other railway projects in a similar capacity.
• At least 3 years of previous working experience in GCC region (Gulf Cooperation Council) required, with deep understanding of local regulations and project environments.
• International membership in professional transportation or logistics organizations is a plus.
• Extensive knowledge of global best practices in transportation and logistics management, with a successful record of delivering complex infrastructure projects.
• Strong analytical, leadership, and project management skills.
• Experience with digital planning and project management tools.
• Fluency in English; Arabic language skills are an advantage.
• Willingness to travel as per project/client/company requirements.
