ESSENTIAL FUNCTIONS

1. AbilityOne Program Oversight 30%

  • Implement and maintain a compliance monitoring system to achieve and sustain a 75% AbilityOne ratio.
  • Conduct weekly meetings with Onboarding and Recruiting team to identify new employees that may qualify for the program.
  • Conduct weekly meetings with Employee Success Case Manager to identify new employees that may qualify for the program.
  • Work directly with and provide Contracts and Operations Managers guidance on compliance efforts.
  • Submit monthly reports to Source America detailing compliance status and corrective actions.
  • Monitor, analyze and forecast employee labor hours to support compliance and reporting.
  • Collaborate with HRIS Administrator for data management and employee application processing.
  • Ensure all AbilityOne employee documentation is complete and compliant with federal and Source America requirements.

2. Oregon Forward Program Oversight 30% Implement and maintain a compliance monitoring system to achieve and sustain a 60% Oregon Forward ratio.

  • Conduct weekly meetings with Onboarding and Recruiting team to identify new employees that may qualify for the program.
  • Conduct weekly meetings with Employee Success Case Manager to identify new employees that may qualify for the program.
  • Work directly with and provide Contracts and Operations Managers guidance on compliance efforts.
  • Submit monthly reports to Department of Administrative Services (“DAS”) detailing compliance status and corrective actions.
  • Monitor, analyze and forecast employee labor hours to support compliance and reporting.
  • Collaborate with HRIS Administrator for data management and employee application processing.
  • Ensure all Oregon Forward employee documentation is complete and compliant with Oregon Forward requirements.

3. Disability Qualification Documentation Process Management 30%

  • Lead the successful implementation and maintenance of the interdepartmental core business function of ratio compliance.
  • Work across departments to ensure the process is followed, troubleshoot issues and identify points of improvement.
  • Develop, update, and publish quality control plans, quality assurance processes, and performance procedures.
  • Responsible for annual audits with Federal and State Agencies.
  • Support the COO and VP of Building Solutions and other line of business leaders in fulfilling reporting obligations.
  • Contribute to staffing plans and operational strategies for streamlined program administration.

4. Other duties as assigned – 10%

MINIMUM QUALIFICATIONS

· 5 years’ experience in contract management, compliance, or program administration, preferably within federal/state contracting or nonprofit environments.

  • Bachelor's degree in business administration, Public Administration, Human Resources, or a related field.
  • Demonstrated experience managing AbilityOne or similar compliance-focused programs.
  • Proven ability to lead audits and implement corrective action plans.
  • Proficiency in data analysis and reporting tools.
  • Excellent organizational and project management skills.
  • Strong interpersonal and communication abilities.
  • Experience with HRIS systems such as UKG is a plus.

PREFERRED QUALIFICATIONS (Preferred but not required):

Project Management Professional (PMP) certification.

  • Certified Compliance & Ethics Professional (CCEP).

KNOWLEDGE, SKILLS, AND ABILITIES

Knowledge of:

  • Ratio-based compliance programs (AbilityOne, Oregon Forward).
  • Federal and state documentation requirements.
  • Data-driven performance tracking systems.

Skills and Abilities:

  • Lead cross-functional teams.
  • Maintain strict attention to detail.
  • Operate independently with minimal supervision.
  • Manage multiple priorities in a hybrid/remote setting.

SCOPE & ACCOUNTABILITY

Performs duties independently with accountability for program success and compliance with federal and state regulations.

SUPERVISORY RESPONSIBILITY

Ability to work with moderate supervision and some independent decision making. May lead cross-functional teams or project groups.

WORK ENVIRONMENT & PHYSICAL DEMANDS

· Primarily remote work arrangement

  • Participation in virtual meetings (e.g., Zoom)
  • In-office presence required as needed
