SUMMARY:
Primary responsibilities are performing a variety of research, support, and data analysis to assist in the valuation of real property for ad valorem tax purposes. These job functions include technical and specialized work that directly impacts all real property types. The work is reviewed through observation, quality checks, and achievements of performance measurements as described in check-ins. This position reports directly to the Real Estate Manager.
ESSENTIAL DUTIES AND RESPONSIBILITIES:
· Understands and executes the Property Appraiser’s “Mission, Vision, and Guiding Principles.”
· Assists with inspection, classification, and appraisal of vacant and improved residential, commercial, industrial, institutional, and multifamily, governmental & miscellaneous properties.
· Qualifies sales and correctly applies the Florida Department of Revenue Real Property Transfer Qualification codes.
· Use a variety of tools and software such as MLS, CoStar, Sunbiz, ArcGIS, and other similar resources to gather data for analysis and support valuations.
· Support in a variety of real property projects including mailing, database information, prepping for Value Adjustment Board hearings and other related duties.
· Documents and reconciles property sales data for model calibration and ratio study purposes.
· Assists in managing and maintaining market studies including collection of comparable sales data, income and expense data, capitalization rates and market trends to make supportable valuation decisions.
· Assists manager with creating, maintaining, and updating of all valuation models (Income, Market & Cost) and property records in the CAMA system.
· General assessment discussions with property owners/representatives to explain our valuation process and procedures.
· Maintains records in proper manner and detail, ensuring the accuracy, completeness, and currency of the data.
· Complies with established procedures, policies, statutes, and deadlines.
· Protects property owner information in accordance with Florida Statutes regarding confidentiality.
· Performs, or assists, on various assignments or teams, as needed.
KNOWLEDGE, SKILLS, AND ABILITIES:
· Exhibits a high level of attention to detail and quality control mindset.
· Actively supports the office-wide initiative of fostering a "lean" atmosphere that focuses on developing a culture of continuous improvement.
· Strong mathematical skills.
· Competence in the use of computers, databases, and office suites. Proficient in the use of Microsoft Excel.
· General knowledge of Appraisal Principals and Procedures to include an understanding of the income, sales, and cost approaches to value.
· Ability to read and interpret maps, leases, income & expense statements, and other legal instruments.
· Possess analytical and decision-making skills. Ability to exercise sound judgment when making decisions.
· Establishes and maintains constructive working relationships.
· Demonstrates excellent positive listening, oral, and written communication, and customer service skills to consistently represent the Office to all constituents in a manner that exceeds defined standards.
· Exhibits ability to work independently, is self-motivated and task oriented.
· Exhibits regular attendance, dependability, promptness, and team-player attitude.
QUALIFICATIONS:
· A Bachelor’s degree (in Real Estate, Finance, Economics, Urban Planning, etc.) or work-related experience or equivalent combination of education and experience. The work experience for this position should include real estate analysis or appraisal work.
· Possesses a valid Florida driver’s license.

While performing the duties of this job the individual is frequently required to sit. The individual is regularly required to stand, walk, use hands to finger, handle or feel objects, tools, or controls, reach with hands and arms, talk, and hear. Specific vision abilities required by this job include close vision, distance vision, peripheral vision, depth perception, and the ability to adjust focus. Occasionally the person may be required to balance, stoop, or lift up to 10 pounds.

ANNUAL PAY: $53,045 plus robust benefits package. Starting annual pay may vary based on experience.
