About the Role

A growing real estate development group based in Muscat is seeking a highly driven and commercially minded Real Estate Operations & Development Manager to act as a true success partner, not a traditional employee.

This role requires a hands-on leader who manages the business as if it were their own — with full empowerment from the owners and full transparency under independent financial oversight.

Objective

To manage the full real estate development lifecycle, revive distressed or stalled assets, and achieve the highest possible financial efficiency within a transparent, externally audited operating environment.

Key Responsibilities

Asset Management & Business Development

Review and assess the owners’ real estate portfolio, including vacant lands and projects halted since COVID.

Develop urgent, practical plans to complete, restructure, or liquidate underperforming assets.

Identify well-studied new investment opportunities and present concise feasibility studies to support acquisition decisions.

Cost Engineering & Supply Chain Management

Build and manage a strong supplier and contractor network to achieve cost savings of no less than 20–30% without compromising visible quality.

Lead sourcing strategies including local negotiations, bulk purchasing, or direct imports (e.g., from China) when commercially viable.

Project & Vendor Management

Select, contract, and fully manage engineering offices, contractors, consultants, and marketing companies on behalf of the owners.

Oversee on-site progress, timelines, and budgets, proactively resolving technical and operational obstacles.

Exercise operational decision-making authority within approved budgets and governance frameworks.

Government Relations & Reporting

Manage the government relations file and supervise the Omani PRO to secure licenses, approvals, and regulatory requirements.

Submit regular, clear performance and financial reports to the owners.

Operate in full cooperation and transparency with the independent external financial auditor, including complete disclosure of contracts, invoices, and transactions.

Candidate Profile

Proven hands-on experience in real estate operations, development, or asset turnaround.

Strong commercial mindset with a focus on profitability, cost control, and execution.

Solid understanding of supplier negotiations, construction costs, and project economics.

High integrity, transparency, and comfort working under strict external financial audit.

Leadership personality capable of operating under pressure and managing multiple stakeholders.

Priority given to candidates currently based in Oman with deep knowledge of the local market, regulations, and suppliers (Omani or expatriate).
