Job Summary
This position is located in The Department of General Services (DGS), Portfolio Division. DGS manages the capital improvement and construction program for District government facilities; real property for District government use; management of space in buildings operated or leased by District government for selling and leasing other District real property; and for providing building services for facilities owned or operated by the District.
The Realty Officer serves as a manager in the Portfolio Division, responsible for planning, directing, coordinating and managing real property throughout the District government. Responsible for administering, coordinating and serving as the primary advisor on activities related to the management of real property throughout the District government.
Major Duties And Responsibilities
The Realty Officer Administers, coordinates, and serves as the primary advisor on activities related to thenmanagement of real property throughout the District government. Manages and allocates space within assets owned and leased by the District government; identifies and secures non-district owned space, including managing the lease process; manages the disposal of District real property through sale, lease, or other authorized methods; assists District agencies in developing short and long term plans for space needs; works collaboratively with District agencies and the Construction Division to assist in managing the construction and move processes; manages data and informational needs pertaining to real property; and, maintains inventory records for tracking and managing the portfolio.
Manages projects necessary to fulfill agency space requests and facility issues. Provides leadership and direction in executing scheduling and team management. Plays key role in the development of a strategic plan, team building, and process re-engineering efforts. Develops project scopes, engages internal and external decision makers, establishes timelines and milestones, and coordinates the participation of all applicable government planners and landlord resources to ensure successful completion of projects, including relocation projects. Serves as principal liaison for the Division and point of contact for all agency leasing and space needs. Coordinates with District government senior managers, and facilities and program staff to understand the impact of program activities on space needs. Engages landlords when they are unresponsive to facility concerns; develops strategic planning for relocations or renewals around lease expiration; manages the Solicitation for Offer (SFO) process when new space must be acquired from the market; coordinates project transition when services are required from the Facilities and/or Construction offices; and negotiates leases and/or disposition of
property no longer needed by the client agency.
Qualifications And Education
Specialized Experience: Experience that equipped the applicant with the particular knowledge, skills, and abilities to perform the duties of the position successfully, and that is typically in or related to the work of the position to be filled. To be creditable, one (1) year of specialized experience must have been equivalent to at least the next lower grade level in the normal line of progression.

Work is typically performed in an office setting. The incumbent maybe required to visit other location from time to time.

If the position you are applying for is in the Career, Management Supervisory, or Educational Service at an annual salary of one hundred fifty thousand dollars ($150,000) or more, you must establish residency in the District of Columbia within one hundred eighty (180) days of the effective date of the appointment and continue to maintain residency within the District of Columbia throughout the duration of the appointment.
