Position Summary & Responsibilities
Position Summary:
The Reclamation Project Manager position (K0224357) will analyze environmental data to determine validity, quality, and scientific significance, and interpret correlations between human activities and environmental effects on mined lands affected by past coal mining. Inspect, research, evaluate, maintain, and rank abandoned mine land problem areas using the Surface Mining Unit’s (SMU) matrix and techniques developed by the SMU. This will include developing Project Area Descriptions for each site identified as having a hazard associated with past coal or lead and zinc mining. The matrix and techniques utilized by the SMU must comply with all state and federal laws as well as the guidelines developed and documented by the Office of Surface Mining, Reclamation and Enforcement (OSMRE) pertaining to the Abandoned Mine Land Inventory System (AMLIS). Hazards which have been determined to be eligible for inclusion in the federal inventory system are then added to AMLIS.
Perform contract and project management to support the Superfund Program’s implementation of State requirements through US Environmental Protection Agency (EPA) agreements at the Cherokee County Superfund Site. Manage contracts for long-term maintenance and construction repair of waste repositories. Project management duties include general project oversight, long-term maintenance, and inspections of all existing and anticipated mining waste repositories; locating and contractually coordinating to fill vents, shafts, and ground surface collapses; and conducting and assisting with Environmental Use Control (EUC) inspections of mining waste repositories. Upon request, provide construction oversight at projects on behalf of EPA. Perform all duties in accordance with Federal and State statutes, regulations, policies, and inter-agency agreements.
Job Responsibilities may include but are not limited to the following:
Collect, compile, analyze, and interpret the results of environmental, chemical, biological, geological, geophysical and hydrological tests, as necessary, to identify and substantiate specific environmental problems or undesirable trends on proposed and completed AML projects. This will include land surveying, computer mapping, geotechnical testing, earthwork computation, and developing bid documents and specifications to ensure project completion in the most cost effective and environmentally sound manner. Aid in the development and design of drawings and plans for the construction and maintenance on abandoned mine land reclamation projects and bond forfeiture sites. Identify and recommend solutions for unusual and complex technical problems associated with the construction and maintenance on AML sites. Meet with project landowners to identify potential conflicts with reclamation plans and communicate to appropriate Project Manager and project file in writing.
