The Department of Homeland Security and Emergency Management (DHSEM) works to protect the people of New Mexico and
the nation through a comprehensive and coordinated program of mitigating hazards, preparing for emergencies, preventing attacks, and recovering from disasters regardless of cause. Our department prepares for a wide variety of emergencies, including wildfires, flooding, health crises, and domestic attacks. When necessary, the state assists localities whose capabilities are overwhelmed, and DSHEM serves as the conduit for federal assistance. Our work in emergency management is coordinated around the five mission areas of the National Preparedness Goal: prevention, protection, mitigation, response, and recovery.

Why does the job exist?

The position serves as a Recovery Coordinator for the Recovery Unit within the Recovery Bureau. The primary focus and responsibilities are to provide assistance in the administration of disaster recovery grant programs for statewide disasters and emergencies. The incumbent will coordinate and co-administer disaster recovery grant programs, ensuring that they are implemented and carried out according to state and federal program requirements. The programs to be assigned are: 1) State Disaster Assistance Program; 2) FEMA Public Assistance Program; and 3) FEMA Fire Management Assistance Program. Additional recovery programs may be added based on state or federal program requirements. The incumbent must develop and demonstrate competency with state and federal fiscal management practices, prepare disaster budgets, and track grant payments and other financial transactions, review project specifications, conduct project inspections and public presentations.
How does it get done?

This position will:
Prepare and maintain long-term recovery plans that comply with federal, state, local, and tribal regulations to be used during recovery from disasters and emergencies.
Propose alteration of recovery procedures based on regulatory or technological changes and knowledge gained from outcomes of previous emergency situations and simulations.
Collaborate with agency response personnel during disaster response or crisis management activities such as evacuations, opening public shelters, and implementing special needs plans and programs to position local leadership to transition into recovery.
Develop and maintain relationships with all levels of government and non-governmental organizations in order to facilitate recovery plan development, effort coordination, and exchanges of personnel and equipment.
Prepare situation status reports that describe recovery efforts, identify unmet needs, and incorporate preliminary damage assessments into recovery planning efforts.
Design and administer training that teaches people how to effectively recover from disasters.
Provide technical assistance to government and non-governmental organizations in the adoption and development of ordinances and practices that protect the community, the National Flood Insurance Program, Robert T. Stafford Disaster Relief and Emergency Assistance Act, commonly known as the Stafford Act, and the National Disaster Recovery Framework (NDRF).
Design, evaluate, and participate in exercises of emergency management plans and procedures in accordance with state and federal regulations.
Attend meetings, conferences, and workshops related to long-term recovery, project management and interagency coordination in order to learn new information and to develop working relationships with other emergency management professionals.

Minimum Qualification

Minimum Qualifications: Bachelor's degree from an accredited college or university in any field. Any combination of education from an accredited college or university and/or related experience in this occupation totaling four (4) years may substitute for the required education.

Recommended Qualifications: Bachelor's degree in Emergency Management, Public Safety Management, or Public Administration or related field and three (3) years of experience in emergency management, emergency operations to include Windows Office Suite applications.
Employment Requirements

Employment is subject to background investigation and is conditional pending results. Must possess and maintain a valid Driver's License. Must possess and maintain a current Defensive Driving Course Certificate from the State of New Mexico or must pass and receive Defensive Driving Course Certification as a condition of continued employment. Successful course completion of Incident Command System (ICS) 100 through 300, IS-700 National Incident Management System (NIMS) and IS-800.B National Response Framework (NRF) are required. Successful completion of the FEMA Emergency Management Institute Professional.
Working Conditions

Work is performed in an office setting with exposure to Visual/Video Display Terminal (VDT) and extensive personal computer and phone usage and extended periods of sitting with some standing, bending, reaching, and walking. Short and continuous time frames and/or time constraints and performing duties under short timelines are a common occurrence Ability to lift and carry a minimum of 25lbs. Occasional work outside in inclement weather. Situations may warrant work in disaster field office(s) or a mobile operations center. Subject to recall during disasters and other emergencies.
