Human Resources Specialist I, Grade N18: The salary range above represents this position’s earning potential. The anticipated hiring range for this position will be $62,328 - $84,320, based on the candidate’s qualifications and experience.
Human Resources Specialist II, Grade N22: The salary range above represents this position’s earning potential. The anticipated hiring range for this position will be $73,569 - $97,239, based on the candidate’s qualifications and experience.

OHR is seeking driven, enthusiastic, customer-centric, and self-motivated Human Resources Specialist (Recruiter) (Download PDF reader) to join OHR’s Recruitment and Selection Team. This team is dedicated to advancing the mission of Montgomery County by facilitating an equitable recruitment and screening process resulting in a diverse and inclusive workforce.
Recruiters work in partnership with County leaders to actively seek out and court candidates, develop candidate pipelines, and improve the recruitment and selection process for both candidates and hiring managers.
Duties include, but are not limited to:

Partnering with hiring managers to identify staffing needs and devise winning recruitment strategies.

Managing the full life cycle recruitment process for positions in assigned business units.

Developing and executing innovative recruiting and sourcing strategies, including the usage of social media, web searches, referrals, and industry-specific sources, to ensure a pipeline of highly qualified talent.

Proactively developing pipelines of qualified candidates, in advance of need.

Guiding candidates and hiring managers through the interview process, keeping everyone informed.

Regularly updating hiring managers and others regarding the status of onboarding activities.

Developing, delivering, and supporting training for relevant staffing activities.

Creating and maintaining best practices for recruitment and diverse talent sourcing.

Reviewing salary requirements and negotiating salary offers with applicants.

Facilitating the delivery of an exceptional customer and applicant experience.

Providing guidance and advice on recruitment policies, best practices, and the development and use of valid selection criteria.
Recruiters in OHR gain exposure to every aspect of public-sector hiring, with opportunities to lead projects, build specialized expertise, and advance into higher-level HR positions.
To perform the job successfully, candidates should have:

A knack for clear communication and a "can-do" attitude when it comes to finding talent.

Experience working in a highly collaborative culture to deliver a high-quality talent sourcing program.

Experience utilizing job boards and social media sourcing tools.

Experience conducting outreach, hosting community events, and networking with colleges, universities, professional and other organizations to recruit candidates.

Creative approach to problem-solving, with the ability to think outside the box and bring forward fresh ideas that enhance recruitment strategies and candidate experiences.

Candidates must have the ability to travel to various locations throughout the County.

The Office of Human Resources offers a hybrid work environment that allows for some telework opportunities. (See Note Below)

Education: Bachelor's degree from an accredited college or university in Business or Public Administration or related field.
Experience: Positions may be filled at the Human Resources Specialist I or II level as follows:

Human Resources Specialist I, Grade N18, One (1) year of applicable professional experience in Personnel Administration. Experience as a full life-cycle recruiter preferred.

Human Resources Specialist II Grade N22, Two (2) years of applicable professional experience in Personnel Administration. Experience as a full life-cycle recruiter preferred.
Equivalency: An equivalent combination of education and experience may be substituted.
