The East Bay Regional Park District (EBRPD) is a full-service governmental agency stewarding a metropolitan system of public open space parklands and trails in Alameda and Contra Costa counties east of the San Francisco Bay. THE OPPORTUNITY:

The Park District is currently recruiting for an experienced Recruitment and Classification Manager. This position is located at the Park District’s Administrative Office, 2950 Peralta Oaks Ct., Oakland. The hiring pools established from this recruitment will be used to fill the current vacancy and additional vacancies that may occur during the one-year life of the hiring pools.

WHAT YOU’LL BE DOING:

Reporting to the Chief of Workforce Development, this classification has responsibility for the administration of one or more personnel activities or operating unit. Under general direction in the Human Resources Division, plans, develops, directs, coordinates, supervises, and evaluates the staff and activities of a personnel division; administers the recruitment and classification program; trains, supervises, and evaluates assigned staff; ensures program compliance with relevant federal, state and local laws and Park District requirements; and performs other related duties as required.

This classification is distinguished from the higher-level classification of Division Lead of Human Resources Programs and Services in that the latter has overall responsibility for the management and direction of the entire Division comprised of multidisciplinary programs and staff, whereas the former is concerned primarily with general administration and the operation and oversight of recruitment and classification. This position supervises professional, technical, and support staff, including interns or volunteers.

Essential Functions

  • Oversees the recruitment and selection functions, including procedures related to test development and implementation that are consistent with Equal Employment Opportunity guidelines and standards;
  • Develops and implements strategic staffing plans to fill position vacancies;
  • Conducts recruitments for management and executive level positions, provides guidance to supervisors and managers on appropriate hiring practices;
  • Research, compile, analyze, and evaluate general and statistical information regarding selection procedures, recruitment methods, and other personnel practices toward the goal of a diverse workforce reflective of the community served by the Park District;
  • Directs or conducts varied analytical studies, such as organization, classification and/or compensation studies, recommends new or revised classification specifications and position allocations, policy and procedural changes;
  • Supervises and evaluates assigned staff consisting of professional, technical, and support staff, as well as consultants and contractors;
  • Develops human resources program standards, goals and objectives in line with the Park District’s mission, vision and District Plan;
  • Makes recommendations concerning policies and procedures related to human resources programs;
  • Prepares and analyzes complex reports;
  • Maintains records;
  • Conducts analysis and research;
  • Serves as technical resource to District Divisions/Departments;
  • Oversees project management on a variety of human resources projects;
  • Develops contracts, timelines, deliverables, publications, and/or policies;
  • Directs or conducts varied analytical studies; such as organization, classification and/or compensation studies, recommends new or revised classification specifications and position allocations, policy and procedural changes;
  • Prepares written summaries of information or detailed reports for the AGM of Human Resources, Division Lead of Human Resources, and General Manager, as necessary;
  • Assists the Division Lead of Human Resources in the analysis and recommendation of complex human resources issues;
  • Writes District-wide policies;
  • Participates, as needed, in District-wide committees in response to specific District directed initiatives;
  • Coordinates special human resource related projects in all functional areas of human resources;
  • Manages the work of outside consultants, when necessary;
  • Assists department/division managers in staffing and organizational analysis, work simplification and/or human resources matters;
  • Serves as a Park District representative to outside agencies, organizations, contractors and the public as assigned;
  • May present to, or prepare material for, the General Manager and/or Board of Directors;
  • May act as Division Lead of Human Resources in her/his absence;
  • Performs related duties as assigned.

Minimum Qualifications

Any combination of education and experience that would likely provide the required knowledge and abilities is qualifying. A typical way to obtain the knowledge and abilities would be:

Education: Bachelor’s Degree from an accredited college or university in human resources, industrial relations, business/public administration or a closely related field.


AND

Experience: Four (4) years of increasingly responsible professional experience in recruitment and classification, at least two (2) of which must have been at a supervisory level, preferably in a public agency.

License: A valid California State Class C driver’s license is a condition of initial and continued employment in this classification.

  • Principles of supervision, performance appraisal and program management;

  • Practices of researching program issues, evaluating alternatives, making sound recommendations, and preparing and presenting effective staff reports;
  • Organization and supervisory practices as applied to the development, analysis, and evaluation of programs, policies, and operational needs of the assigned program;
  • Modern office practices, methods, and computer equipment and applications related to the work;
  • English usage, grammar, spelling, vocabulary, and punctuation.

Ability to:
  • Plan, direct, organize, and coordinate the operational activities of a human resources program;
  • Plan, organize, assign, and review the work of subordinates;
  • Train, guide and evaluate the development of subordinates;
  • Analyze and problem solve;
  • Prepare oral and written reports and recommendations clearly, logically, persuasively, and concisely;
  • Provide a high level of customer service to the public and District staff;
  • Exercise discretion and maintain confidentiality of sensitive issues on a regular basis;
  • Develop and implement goals, objectives, policies, procedures, work standards, and internal controls for the department;
  • Provide staff support in complex, sensitive, or difficult human resources related assignments requiring a high level of independent judgment, strong analytical skills, and advanced knowledge of applicable laws, regulations, and contractual agreements;
  • Work independently;
  • Perform effectively under pressure;
  • Communicate clearly and effectively both orally and in writing;
  • Interpret and apply various personnel-related policies, procedures, rules and regulations, MOUs, and State and Federal laws;
  • Exercise sound judgment, initiative, and tact;
  • Meet with employees at all levels to discuss and resolve problems courteously and effectively;
  • Organizational, procedural and statistical research studies and analyses and prepare comprehensive reports;
  • Effectively contribute to the Park District's Equal Employment Policy objectives;
  • Manage multiple competing priorities;
  • Operate modern office equipment including computer equipment and specialized software applications programs;
  • Establish and maintain effective working relationships with those contacted in the course of work at all levels, including a culturally diverse general public, with a focus on quality service to internal staff and external customers.


CONDITIONS OF EMPLOYMENT:

  • All East Bay Park Regional District employees are required to be fully vaccinated against COVID-19 as a condition of employment.

  • In addition to the regular work schedule, this position may be required availability to work evenings and/or weekends to attend meetings and trainings as needed.

MANAGEMENT DESIGNATION:

This position is not affiliated with a union and is considered part of the Management group and is exempt from the provisions of the Fair Labor Standards Act (i.e. is not eligible for overtime); in addition to the regular work schedule, this position may require availability to work evenings and/or weekends. The probationary period for this position is one year. This position is designated as “at-will” and serves at the pleasure of the General Manager.
