Summary

The anticipated starting salary range is from entry ($100,736.95) up to midpoint ($125,921.18) annually, depending on the selected candidate’s qualifications, experience, and internal equity.

Valley Metro Human Resources is seeking a Recruitment Manager to drive our talent acquisition strategy, lead the recruitment team, and participate in hands-on full cycle recruiting. This strategic, working-leader role is ideal for a process-focused professional committed to enhancing quality and efficiency while developing strong partnerships with hiring managers through a deep understanding of the agency’s structure, divisions, and job functions.

In this role, you will refine and advance public-sector recruitment processes; develop innovative, compliant recruitment and interview materials; and train interview panel members to ensure consistent and effective hiring practices. You will mentor and develop staff, foster a collaborative team culture, and work closely with hiring managers to address critical staffing needs.

Minimum Qualifications & Requirements

  • Bachelor’s degree in business, public administration, Human Resources Management, or a related field.
  • Six (6) years of professional experience in talent acquisition or recruitment, including leading recruitment processes and managing teams.
  • Three (3) years of supervisory or management experience.
  • An equivalent combination of education and experience may be considered.
  • Professional in Human Resources (PHR) or Senior Professional in Human Resources (SPHR); SHRM-CP or SHRM-SCP
  • Public-sector recruitment experience is desirable.

Candidate Expertise

  • Strong full-cycle recruitment experience.
  • Experience in strategic workforce planning and data-driven decision-making.
  • Highly collaborative with demonstrated experience in multiple HR disciplines.
  • Experience recruiting for hard-to-fill positions (technical, leadership, etc.).
  • Proficiency in implementing inclusive recruitment practices to attract and engage a diverse candidate pool.
  • Proven experience in team management and mentoring to foster staff development.
  • Master's Degree is desirable.

Valid Arizona driver’s license and safe driving record.

Examples Of Duties / Knowledge & Skills

  • Lead, mentor, and guide the recruitment team, including assigning work and reviewing outcomes for quality and compliance.
  • Partner with hiring managers to provide guidance, maintain ongoing communication, and ensure timely delivery of qualified candidates, while ensuring compliance with public-sector hiring regulations.
  • Perform full cycle recruiting, including posting, reviewing applications, screening candidates, interviewing, and coordinating selections.
  • Develop, implement, and maintain standardized public-sector recruitment processes, procedures, and best practices to ensure consistency, compliance, and efficiency.
  • Oversee and optimize the Applicant Tracking System (NEOGOV) for job postings, candidate screening, reporting, and workflow efficiency, ensuring data accuracy and process compliance.
  • Oversee the onboarding process, ensuring all new hire paperwork, background checks, drug & alcohol testing, and related documentation are completed accurately and in compliance with policies.
  • Monitor, analyze and report on key recruitment metrics (e.g., time-to-fill, applicant flow, source of hire) and recommend improvements to enhance efficiency, compliance, and candidate experience.
  • Build and maintain partnerships with educational institutions, professional associations, and community organizations to support recruitment outreach and talent pipelines.
  • Lead or participate in special human resource division projects, workforce planning, succession planning, and engagement initiatives.
  • Perform other duties of a similar nature and level as assigned.

Knowledge Of

  • Recruitment best practices, job analysis, interview techniques, and candidate evaluation.
  • In-depth knowledge of job classification, compensation principles, and recruitment processes.
  • Public-sector recruitment, employment laws, and compliance requirements.
  • NEOGOV ATS and other HR information systems for recruitment, tracking, and reporting.
  • Process documentation, workflow optimization, and continuous improvement methods.
  • Workforce planning, staffing strategies, and onboarding processes in a public-sector environment.

Skills In

  • Leading, mentoring, and supervising a recruitment team while actively participating in recruitment activities.
  • Creating recruitment materials, interview guides, and candidate evaluation tools to support effective hiring.
  • Managing relationships with hiring managers and internal stakeholders to ensure timely staffing solutions.
  • Designing, implementing, and monitoring recruitment processes, procedures, and metrics with attention to detail.
  • Maintaining accurate records and ensuring compliance with all recruitment and onboarding documentation.
  • Developing, tracking, analyzing, and reporting recruitment metrics to drive strategic and operational improvements.
  • Promoting hiring practices that foster inclusive recruitment processes.
  • Delivering an exceptional candidate and hiring manager experience.
  • Communicating effectively, both verbally and in writing, with diverse audiences.
  • Prioritizing and managing multiple assignments in a fast-paced environment.

Physical Demands / Work Environment

Hybrid role with 3 in-office days; however, as a manager, on-site presence is prioritized to lead, meet, and build relationships across Valley Metro worksites.

Mobility to work in a typical office setting, use standard office equipment, and to drive a motor vehicle to visit work sites and attend meetings; vision to read printed materials and a computer screen; and hearing and speech to communicate in person or over the telephone.
