Reports To: Contract Management Specialist
The Procurement and Contracts Specialist is responsible for managing the full procurement and contracting lifecycle for the sector, ensuring compliance with organizational policies, government regulations, and financial laws. The role includes planning, coordinating, and evaluating procurement activities, managing vendor relationships, and providing technical and legal advice to support strategic decision-making.
- Develop and propose the annual procurement plan for the sector in alignment with policies, regulations, and organizational objectives.
- Receive, analyze, and evaluate purchase requests for technical and administrative requirements.
- Prepare tender specifications in collaboration with relevant technical departments.
- Coordinate with the central Procurement and Contracts Department to issue tenders and solicit bids in compliance with government procurement regulations.
- Participate in the evaluation of technical bids alongside relevant committees to ensure quality and compliance.
- Conduct market analysis and assess specialized service providers to ensure alternative solutions are available and identify opportunities to enhance revenue through partnership agreements.
- Manage the full lifecycle of sector contracts from initiation to closure, including performance reporting on service providers and partners.
- Review and ensure all sector contracts, existing and new, include legal and technical provisions protecting the rights of all parties.
- Oversee the timely supply of materials and services for the sector.
- Maintain accurate records, documents, and contracts related to procurement activities.
- Provide technical and legal guidance to decision-makers within the sector.
- Bachelor’s degree in Business Administration, Supply Chain, Procurement, or Finance.
- 10–15 years of experience in procurement or contracts.
- Experience in government entities is highly preferred.
- Strong knowledge of procurement processes and government regulations.
- Excellent negotiation, analytical, and decision-making skills.
- Ability to manage multiple contracts and stakeholders simultaneously.
- Proficient in Arabic and English (both written and spoken).
