Job Objective

The role is responsible for executing regulatory finance and costing activities according to costing policies, procedures, and regulatory requirements. This includes developing and updating costing models, conducting asset valuations, building financial models to assess business proposals, and maintaining documentation of costing methodologies. It involves preparing accurate cost data, analyzing product costs, and contributing to the development of commercial proposals by providing financial insights and robust cost structures. It requires close collaboration with internal stakeholders to gather inputs, ensure consistency of financial data, enhance transparency, and support regulatory compliance through accurate and transparent costing practices.


Primary Responsibilities

  • Support the development of costing models by updating model inputs and conducting model runs to support pricing decisions and commercial proposals and to meet regulatory deadlines.
  • Maintain and update fixed assets register inputs and conduct a valuation exercise for all the assets within the costing model to support an accurate representation of BNET’s assets.
  • Maintain and update business plan inputs in the costing model to reflect the latest financial and operational forecasts.
  • Collaborate with internal teams to update the network diagram of each product to reflect the current and future network components within the costing models.
  • Update the cost drivers and cost allocations to incorporate changes in BNET’s product portfolio, network topology, and update the costing model and methodologies accordingly.
  • Validate model outputs by confirming that the network element costs for each product are consistent with the underlying assumptions, data sources, and business plan.
  • Analyze the results of CCA and FAC model runs by preparing comparative reports between historical and current values (e.g., to BNET management, commercial teams, auditors, and the TRA).
  • Create financial models to evaluate the profitability of business proposals, highlighting key financial KPIs including return on investment (ROI), payback period, net present value (NPV), internal rate of return (IRR), and breakeven analysis.
  • Prepare and update Accounting Procedure Manuals (APMs) and related appendices for the CCA and FAC models, documenting all updates and changes.
  • Assist the Regulatory and Costing Manager in producing the Regulatory Financial Statements (RFS), reconciling them with statutory financial statements, and analyzing variances to inform corrective actions.
  • Prepare and submit the regulatory reports to the Telecommunications Regulatory Authority (TRA), delivering accurate and complete information.
  • Support the response to TRA queries within required timelines.
  • Support in the negotiation and review of cost components in agreements with external parties.
  • Collaborate with business units to assess new initiatives, advising on financial viability and alignment with long-term business goals.
  • Provide support to regulatory auditors in forming an audit opinion on BNET’s regulatory accounts and prepare justifications for FAC and CCA analytical reports for TRA review.
  • Conduct costing awareness workshops and internal surveys to promote active engagement with and understanding of costing principles.
  • Implement procedures and controls within the costing process to fulfill regulatory and procedural requirements while delivering high-quality, cost-effective service to internal and external stakeholders.
  • Drive continuous improvement of policies, processes, systems, and procedures across all functional activities to enhance operational efficiency and regulatory alignment.


Qualifications & Experience

Bachelors’ degree in Finance/Banking or from a recognized university.


3-5 years of experience in finance and accounting functions.


Familiar with guidelines published by the Telecommunication Regulatory Authority

Skilled in leveraging MS Office applications, Excel, Power BI, and PowerPoint for data analysis and presentation.


Solid in preparing financial modeling, including scenario analysis, profitability assessments, and valuation techniques.


Good Analytical skills and Financial Models.
