REPATRIATION FACILITATOR (BORDER MONITORING)

Organizational Setting and Work Relationships:

The Repatriation Facilitator will provide functional and administrative support to the Protection Unit on protection-related liaison, correspondence, monitoring, case management, border monitoring, and reporting activities. The incumbent will support the Protection Unit in designing and implementing comprehensive protection strategies and in delivering quality, timely, and effective protection responses to person of concern (PoC). S/he may liaise externally with local authorities, border officials, and partners on correspondence and protection-related matters under the guidance of the supervisor. The Repatriation Facilitator will also facilitate the involvement of PoC in decisions affecting them, including access to rights and identification of appropriate solutions to their concerns. To effectively carry out these responsibilities, the incumbent will build and maintain constructive working relationships with communities of concern, local authorities, and protection and assistance partners.

Operational Requirements:

To ensure the effective implementation of border monitoring and protection activities, the recruited Repatriation Facilitators will receive basic operational support, briefing, and orientation from UNHCR upon recruitment. The orientation will cover border monitoring procedures, monitoring and reporting of protection incidents, protection principles, reporting requirements, case management, and coordination mechanisms with relevant stakeholders and partners.

Duties:

These positions are based at Angoor Ada - South Waziristan and Kharlachi – Kurram, Khyber Pakhtunkhwa under the overall guidance and technical supervision of the Senior Repatriation Associate based at UNHCR Sub-Office Peshawar with the following duties and responsibilities:

1. Consistently apply international and national law and applicable UN/UNHCR and IASC policy, standards and codes of conduct.

2. Observe and respect protection related Standard Operating Procedures (SOPs).

3. Provide functional and administrative support in all protection related AGD based programming with implementing and operational partners.

4. Provide functional and administrative support in implementing participatory approaches, needs assessments, monitoring, reporting and case management.

5. Support assessments on durable solutions.

6. Facilitate liaison with competent authorities for the issuance of personal and other relevant documents.

7. Facilitating families repatriating with UNHCR assistance

8. Observing and recording spontaneous repatriation and reverse movements

9. Keep update the Office and VRC on situation of road/rout to the border and reporting any suspension of movement on the route at earliest.

10. Observing and recording deportation of the registered refugees

11. Observing and responding to cases of refoulement

12. Maintain regular liaison with the VRC on day-to-day issues related to volrep

13. Assist in drafting reports, routine correspondence, updating relevant databases and compiling statistics within the Area of Responsibility (AoR).

14. Select PoC for preliminary interviews and decide which relevant information to share.

15. Enforce integrity in the delivery of protection services by local implementing partners.

16. Perform other related duties as required.

Minimum Qualifications, Education and Professional Work Experience:


1. Demonstrated knowledge of protection principles, refugee protection frameworks, and humanitarian standards.

2. Experience in protection monitoring, border monitoring, humanitarian field operations, or refugee-related contexts.

3. Demonstrated experience in working with UNHCR Protection and Registration procedures.

4. Ability to maintain a low-profile presence in sensitive operational environments.

5. Strong interpersonal, coordination, and communication skills with the ability to establish and maintain positive relationships with government authorities, communities, and relevant stakeholders.

6. Good analytical, reporting, and documentation skills.

7. Familiarity with the local context, border dynamics, and refugee operational environment is an asset.

Language Requirements


Ability to speak, read, and write in English (required), Pashto (required), and Urdu (required). Knowledge of Dari, Hazara, or other Afghan refugee languages is desirable.

Eligibility - External candidates:

External candidates must meet the essential minimum requirements of the position and candidates not citizens of the country must comply with all eligibility requirements for employment in line with the prevailing legislative prerequisites in the country.


Contract:

  • Two Repatriation Facilitators will be recruited on three-month contracts under the People third-party contractor arrangement, with extensions subject to operational needs and evolving circumstances.
  • Recruitment through a third-party arrangement is proposed due to the sensitive security and political context and to avoid possible restrictions on UNHCR-contracted personnel accessing border areas.
  • Preference will be given to candidates from border areas who are familiar with the local context and able to operate discreetly and in a low-profile manner.
  • UNHCR will identify suitable candidates, conduct the recruitment process, and share selected candidates’ names with the service provider for contractual formalities.
  • Selected candidates will be based at their permanent duty stations in either South Waziristan or Kurram.
  • A fixed monthly salary will be provided, along with insurance, medical facilities, and EOBI, in line with the service provider’s policies.
  • Repatriation Facilitators will be required to comply with UNHCR Code of Conduct and Protection Policies despite being contracted through a third-party arrangement.
