SUMMARY DESCRIPTION OF CLASSIFICATION:
Under general supervision of the Director, manages projects and work associated with the Title IV Part A Grant by leading and collaborating with Montgomery County Public Schools (MCPS) and Nonpublic Project Coordinators/Staff to develop and implement the Title IV Part A Grant in the areas involving the development of applications and amendments; processing orders; and on-site school visits to evaluate projects for MCPS and Maryland State Department of Education (MSDE) required evaluations. Collaborates with Procurement, Accounting, Budget, Title IV Part A Team and other offices as needed. Provides staff training for grant project coordinators, fiscal staff, and clerical staff as needed. Physical Demands: As required by the duties and responsibilities of the job. Special Requirements: Ability to conduct site visits in own vehicle to public and nonpublic schools located throughout Montgomery County (driver's license and access to personal vehicle). Mileage reimbursed. Ability to work remotely and on-site as needed. Laptop provided for employee.


Knowledge Skills Abilities:

Thorough knowledge of best practices to effectively communicate and work with a broad range of stakeholders and diverse audiences. Considerable knowledge of the grant-writing process; considerable knowledge of and ability to apply best practices in fiscal and general management of grants; and data collection, assessment and reporting. Ability to assess and develop spending plans for grants. Knowledge of typical public and nonpublic school organization and administration. Considerable knowledge of program management, excellent communication skills; and fiscal skills. Knowledge of standard management, fiscal and communications planning tools and tactics; and ability to effectively work with a diverse set of administrators, central office staff, school staff, parents, local, state and national colleagues, to implement and monitor Title IV Part A Grant projects. Must be able to work independently and exercise excellent planning, organization, management, communications (oral and written) and human relations skills. Self-motivated with a positive and professional approach to working with a diverse staff and requirements.

EDUCATION, TRAINING, AND EXPERIENCE:
Bachelor?s from an accredited college or university, with a degree in public service, business, communications, journalism, public affairs, or other relevant coursework required. Minimum of three years of progressively responsible experience in grant management or comparable projects. Associates degree with a minimum of five years of experience in a related field will be considered. Documented experience in writing and managing grants, overseeing fiscal activities, including the proper use of funds; assessing communication needs and developing and implementing effective outreach plans required. Experience effectively engaging and training diverse audiences. Considerable experience in project management and implementation and writing grant-related reports that include data and relevant fiscal information required. Other combinations of education, training, and experience which provide the knowledge, abilities and skills necessary to perform effectively in this position may be considered.
