The Safer Consumer Products (SCP) Program is a dynamic, passionate, and diverse team of innovative scientists, engineers, market researchers, and analysts working to revolutionize protection for California’s people and the environment by advancing the cutting-edge design, development, and use of chemically safer products. SCP is seeking an exceptional Research Data Specialist III who will be a Senior Economist responsible for driving transformative impact within our Economic Analysis and Market Research Unit by providing expert consultative services and innovative strategic insights about complex economic, fiscal, and game-changing market research analyses that shape the future of consumer safety.

As a Research Data Specialist III you will have the opportunity to:
  • Lead and conduct the most complex economic analyses utilizing advanced and innovative methodologies, techniques, and tools to ensure appropriate and effective regulatory implementation
  • Lead a diverse team to evaluate and apply economic models including, but not limited to, Wassily Leontief’s input-output model in order to evaluate economic and fiscal impacts
  • Lead teams to plan, design, and implement major complex market research studies and projects in order to collect and evaluate product markets, supply chains, and economic and sales data from reports, databases, surveys, and other sources of information to ensure the identification and selection of priority products under the SCP regulations and to ensure identification of responsible entities during compliance and enforcement activities
  • Direct SCP teams to develop research studies, surveys and other intensive investigation and data collection methods and tools in areas where information is not available in order to ensure successful implementation of SCP regulations
  • Direct a diverse team in complex demographic research in order to determine the scope and parameters of research criteria and perform statistical studies involving the assessment of demographic patterns and trends related to chemicals of concern
  • Determine and use proven methodologies and statistical tools to test the sensitivity of economic analyses and decision-making as well as toxicological models to specific inputs to ensure sound decisions
Desirable Qualifications We Look For:
  • Ability to work independently and collaboratively with a multi-disciplinary team of scientists, engineers, and analysts
  • Experience and knowledge related to conducting economic and fiscal impact statements
  • Knowledge of principles, practices, and tools related to market analysis and research, including economics, demographic studies, data collection and management, product markets, and supply chains
  • Ability to explain complex technical concepts to a non-technical audience
  • Excellent organizational skills

Statement of Qualification (SOQ) Instructions

A Statement of Qualifications (SOQ) is required for the hiring manager’s review. Applications submitted without an SOQ may be disqualified.

A Statement of Qualifications (SOQ) serves as documentation of a candidate’s ability to
present information clearly and concisely in writing. It should be typed, no more than
two (2) pages in length, using 12pt Arial font, and normal margins.

Your SOQ should address the following:

1. The Safer Consumer Products Program strives to work collaboratively with manufacturers to encourage the transition toward safer and more sustainable chemicals. From an economic perspective, what methods and policy strategies do you believe may be effective for influencing companies to adopt safer chemical alternatives?

2. What metrics would you use to assess progress in shifting towards safer chemistries?
