Position Overview


The Resident Engineer & Contract Administrator represents the Consulting Engineer on-site and is responsible for supervising construction works and administering the construction contract in accordance with the Conditions of Contract (e.g., Fédération Internationale Des Ingénieurs-Conseils (FIDIC) or other applicable forms).

The role ensures that the Contractor executes the works in compliance with design intent, specifications, quality standards, safety requirements, and contractual obligations, while safeguarding the Client’s interests.


Key Responsibilities


A.    Resident Engineering (Construction Supervision)

·       Act as the Engineer’s Representative in accordance with the Conditions of Contract.

·       Supervise construction activities to ensure compliance with:

  • Approved drawings and specifications
  • Technical standards and regulatory requirements
  • Quality assurance/quality control (QA/QC) procedures

·       Coordinate between the Client, Contractor, design office, and stakeholders.

·       Review and recommend approval of:

·       Conduct regular site inspections and issue site reports.

  • Shop drawings
  • Material submittals
  • Method statements
  • Inspection & test plans

·       Conduct regular site inspections and issue site reports.

·       Monitor construction progress against the approved program.

·       Identify delays or risks and recommend mitigation measures.

·       Ensure implementation of health, safety, and environmental (HSE) standards.

·       Oversee testing and commissioning activities.

·       Manage site supervision staff (inspectors, site engineers, materials engineers).

·       Administer the construction contract impartially and in accordance with its provisions.


B.    Contract Administration

·       Administer the construction contract impartially and in accordance with its provisions.

·       Issue Engineer’s Instructions and clarify technical queries (RFIs).

·       Review, assess, and recommend:

o  Interim Payment Certificates

o  Variations and change orders

o  Extension of Time (EOT) claims

o  Cost claims and contractual entitlements


·       Maintain detailed records of site instructions, variations, and correspondence.

·       Prepare contractual correspondence on behalf of the Engineer.

·       Evaluate contractor performance against contractual obligations.

·       Participate in progress meetings and prepare minutes.

·       Assist in dispute avoidance, negotiations, and claim resolution.

·       Review and certify completion milestones, including:

o  Taking-Over Certificate

o  Defects Liability inspections

o  Final Account review


Required Qualifications

·       Bachelor’s Degree in Civil Engineering or relevant engineering discipline.

·       Professional registration (e.g., PE, CEng, PrEng, or equivalent) preferred.

·       20 years’ experience in construction supervision within a consulting engineering environment.

·       Demonstrated experience administering FIDIC-based contracts.

·       Strong understanding of construction methodologies and project controls.

Reporting Structure

·       Reports to: Technical Director

·       Supervises: Technical Team on Site 

·       Interfaces with: Client Representatives, Contractor’s Project Manager, Design Office Team


Working Environment

·       Primarily site-based with coordination with the design head office.

·       Frequent interaction with multidisciplinary engineering teams.

·       May involve multiple concurrent projects depending on firm structure.
