This position is with the District Department of Transportation, Talent, Business and Strategy Administration, Resource Allocation Division.
The primary purpose of this position is to prepare and deliver DDOT’s annual operating and capital budget so the agency can best meet the goals of its strategic plan, moveDC. The Resource Allocation Officer (RAO) leads a division of approximately twelve analysts who assist with formulating and delivering a $200 million operating budget and a $3.6 billion capital improvements plan. The RAO reports to the Chief Administrative Officer but also works with the agency Director and their leadership team, Division managers, and project/program managers on budget issues. The RAO must also work closely with staff from independent agencies co-located at DDOT, particularly the Office of the Chief Financial Officer, to ensure compliance with relevant local and federal budgeting laws, regulations, requirements, and practices. In addition to internal stakeholders, the RAO routinely works with staff in the US Department of Transportation/Federal Highway Administration, the Metropolitan Washington Council of Governments, the Executive Office of the Mayor, and the DC Council especially during the budget formulation process.
Duties and Responsibilities
Incumbent serves as the agency expert in providing administrative and financial management of the agencies operating and capital budgets. Makes recommendations to the agency's executive team and senior management regarding the efficient and effective utilization of local and federal resources. Responsible for the development, management, and monitoring of the Agency's local and federal resources; and utilizing data and systems to report financial information for planning purposes and managing a large portfolio of local and federal capital projects. Incumbent is responsible for the direction and supervision of staff performing work associated with the long-term planning and financial management of the Agency's local operating budget, local capital budget and six-year capital improvements plan, and federal apportionment and obligations plan.
Incumbent is responsible for the development and tracking of DDOT’s long-range plan moveDC which serves as the guide for budget formulation and project prioritization, which ties into a four-year federal allocation plan shown in the State Transportation Improvement Program developed and communicated at a regional level through the Metropolitan Planning Organization (MPO) the Metropolitan Washington Council of Governments Transportation Planning Board (MWCOG/TPB). Incumbent is responsible for the agency's operating budget, local capital budget, six-year capital improvements plan, annual FHWA apportionment, and August Redistribution of obligation authority. Incumbent works in collaboration with the CAO and subordinates to prepare for the budget and performance hearings by providing programmatic information and financial data, project updates, and other pertinent information to assist with presenting the agencies financial status and plans. Directs the development of long- and short-range agency plans, including the district’s inputs into the regional Transportation Improvement Program and the District’s Statewide Transportation Improvement Program, and well as spending plans for local projects and programs. Initiates, performs, and/or reviews special projects, plans, studies, and/or programs related to division responsibilities. Supervises the formulation Programs to provide a path forward and assure conformance with District and Federal transportation policies and regulations.
Qualifications and Education
This position requires at least one (1) year of specialized experience equivalent to the next lower grade level in the normal line of progression. Specialized experience is experience which is directly related to the position and has equipped the individual with the knowledge, skills, and abilities to successfully perform the duties of the position. Examples of specialized experience include mastery of the District of Columbia budget formulation and funding allocation processes; knowledge of Congressional appropriations and program authorization process, FHWA funding apportionment process, obligation and de-obligation processes, master project budget authority, traditional and innovative funding sources, earmarks, and other FHWA discretionary funding approaches; Knowledge of generally accepted accounting principles and standards, financial and resource management processes, budget and fiscal guidelines, regulations, and laws governing the budget process and fund control; and Superior ability to communicate in writing and orally with executive leadership, senior managers, and staff at all levels of the Agency, District, and FHWA staff; knowledge and understanding of changing political priorities and the impact of decisions on the delivery of transportation projects, programs, and services.
Prior supervisory/management experience is highly preferred.
Working Conditions/Environment
Work is primarily conducted in an office setting. However, incumbent may be exposed to a variety of weather conditions while outdoors visiting various site locations.

Residency Requirement: If the position you are applying for is in the Career, Management Supervisory, or Educational Service at an annual salary of one hundred fifty thousand dollars ($150,000) or more, you must establish residency in the District of Columbia within one hundred eighty (180) days of the effective date of the appointment and continue to maintain residency within the District of Columbia throughout the duration of the appointment.
Position Designation(s): The position has been deemed security-sensitive, pursuant to section 410 of Chapter 4 of the D.C. Personnel Regulations. Accordingly, the incumbent will be subject to pre-employment checks (criminal background and traffic records, if applicable) as a condition of employment, and will be subject to periodic criminal background checks, and traffic records for the duration of your tenure.
Emergency Designation: This position has been designated as an emergency employee position under District Personnel Manual's provisions, Chapter 12. As such, your services may be required in emergency situations to perform crucial duties, i.e., snow removal, debris removal, transportation, shelter operations, food distribution, and communication. These duties may be performed when the government is closed or when most employees are dismissed early. Incumbent may be required to work weekends, evenings, and in on-call situations.
