Job Summary
Performs advanced (senior level) work serving libraries in the TexShare Consortium, a statewide consortium of public, academic, and other libraries. Coordinates the collection, organization, analysis, and reporting of e-resource and other resource sharing programs data, including e-resource usage information. Responsible for evaluation and assessment of TSLAC’s resource sharing programs. Coordinates activities of assigned TexShare working groups. Participates in the evaluation and selection of electronic resources for TSLAC’s resource sharing programs. Assists statewide resource sharing manager with management and administration of e-resource contracts for the TexShare Databases program serving Texas public libraries, academic institutions, and libraries of clinical medicine and the TexQuest e-resources program for Texas K-12 public school libraries. Works under minimal supervision, with extensive latitude for use of initiative and independent judgment.

Essential Tasks
Coordinate collection, organization, analysis, and reporting of TSLAC’s resource sharing programs’ data from a variety of sources, including vendor reports, member surveys, TSLAC’s public library annual report, and other available data sets
Plan, execute, and coordinate evaluation and assessment of TSLAC’s resource sharing programs
Assist Statewide Resource Sharing Manager with administration of e-resource contracts, including procurement, monitoring, evaluation, and renewal
Provide member and e-resource technical support by email/phone and in-person/virtually
Coordinate the activities of the Electronic Information Working Group
Attend work regularly in accordance with agency leave and attendance policies
Comply with all applicable agency policies and procedures, including safety and standards of conduct
Other duties as assigned

Qualifications


Veterans, Reservist or Guardsmen with an MOS or additional duties that fall in the fields (No MOS) pertaining to the minimum experience requirements may meet the minimum qualifications for this position and are highly encouraged to apply. Minimum Qualifications
Master’s degree in library or information science from an accredited program
Three years of professional work experience in libraries
Experience conducting evaluation and/or assessment in a library or other professional setting
Experience collecting, analyzing, and reporting library e-resource usage data
Experience synthesizing data from multiple programs or sources
Experience providing direct customer service/support in person/virtually and by email/phone
Experience entering data into/retrieving data from spreadsheets, databases, software programs, or cloud-based applications

Preferred Qualifications
Experience using COUNTER reports, including knowledge of standards and codes of practice
Experience managing or coordinating electronic resources in an academic, public, or other library setting
Experience managing or participating in a resource sharing library consortium
Work experience with different types of libraries, including academic libraries, public libraries, special libraries, or cooperative library systems or networks
Experience with data visualization tools like Microsoft PowerBI or Tableau
Experience creating data dashboards
Experience managing contracts and/or monitoring vendor performance
Experience evaluating library electronic resources for accessibility and usability

Knowledge Skills and Abilities
Ability to collect and analyze data, formulate conclusions, develop procedures and guidelines, design and conduct evaluations
Ability to work cooperatively with members of the resource sharing team and other TSLAC staff to support resource sharing programs
Knowledge of library e-resource usage standards including COUNTER metrics and codes of practice
Proficiency with office productivity tools such as Microsoft Office (Word, PowerPoint, Excel)
Excellent oral and written communication skills
Ability to establish goals and objectives
Ability to interpret and explain statutes, administrative rules, and grant guidelines
Ability to work collaboratively and collegially on a team

Environmental/Physical Conditions
Normal office work environment and may have exposure to dust and environmental allergens consistent with normal business activities and human contact. Mostly sedentary in nature but may involve moving; standing; pulling and pushing, kneeling, stooping and bending; performing tasks requiring fine motor skill and coordination to safely move items weighing up to 20 pounds. Must be able to work extended periods at a computer. May require working extended hours and some evenings and weekends as needed. Normal cognitive abilities including the ability to learn, recall and apply certain practices and policies and interpret data. Travel (<5%), some overnight, may be required to conduct training, speak publicly and attend meetings.

Reporting Relationships
No supervisory responsibilities. Reports to Manager, Statewide Resource Sharing.
