Boulder County Parks and Open Space Department is seeking to hire a Resource Specialist - Rights of Way. This position will build relationships with utilities, oil & gas companies, and representatives from other government agencies to coordinate and review their work on agricultural lands owned by Boulder County. This position will ensure that agricultural lease holders are notified and consulted as these other entities look to complete projects on or adjacent to Boulder County lands. This position also protects County agricultural lands by ensuring required remediation and cleanup work is completed. We are looking for a self-starter that proactively identifies and recommends solutions to challenging and complex right of way related issues and supports a growing agricultural program.

This is a full-time, benefited position that will work Monday - Friday 8:00am - 4:30pm or Monday - Thursday/Tuesday - Friday 7:00am-5:30pm. This position will work out of 5201 St. Vrain Road, Longmont, Colorado. Under Fair Labor Standards Act (FLSA) guidelines, this position is exempt.

Boulder County requires its employees to reside in the state of Colorado as of the first day of work.

Hiring Salary Range: $68,976.00 - $84,138.00 Annually

Tentative Hiring Timeline:

  • Phone Screening: November 11th
  • First Round Interviews: November 17th
  • Second Round Interviews: November 20th
  • Reference Check: November 24th

New employees receive an 80-hour bank of vacation at the time of hire, in addition to 8 hours of both vacation and medical leave accruals each month (Must not have been employed at Boulder County during the 12 months prior to re-hire date to qualify). Boulder County offers bountiful benefits, including pension contributions.

Examples of Duties

  • Coordinates, reviews, and helps to resolve right of way issues with Open Space agricultural lease holders, other jurisdictions, utilities and oil and gas companies
  • Collaborates on external projects to minimize impacts to, and improve function of, Boulder County Parks and Open Space (BCPOS) lands
  • Collaborates with external agencies, internal staff, and BCPOS agricultural lease holders to ensure work performed is within established rights of way, easements, or permitted areas
  • Conducts site visits and attends on-site meetings with various external agencies to plan, review, and ensure projects are completed in a satisfactory manner
  • Takes a systems level approach to create tools and resources to ensure work is done efficiently and can be easily monitored
  • Collaborates with Department staff to help advance goals
  • Performs related work, as required
  • May be reassigned during emergency situations

EDUCATION & EXPERIENCE:

Boulder County is looking for well qualified candidates to fill our positions. Any combination of relevant education and experience is encouraged. In this position, we are looking for a minimum of 6 (six) years of combined education and experience in a related field.

Additional related education may count towards required experience.

Supplemental Information

PREFERRED QUALIFICATIONS:

  • Experience working with real estate easements, permitting, agriculture, natural resources, GIS, and/or utility or oil and gas rights of way
  • Working knowledge of public works projects, including road widening, utility installation and maintenance, and drainage and flood control work
  • Ability to read and understand project design plans

KNOWLEDGE, SKILLS, & ABILITIES:

  • Working knowledge of general ecological principles and resource management techniques as applies to working landscapes
  • Working knowledge of general agriculture, ditch companies, oil and gas operations, or natural resources
  • Expertise in at least one field of natural science or environmental education
  • Skill in planning, organization, GIS, and time management
  • Ability to work and communicate effectively with other Boulder County employees, lease holders, external agencies, and the public
  • Effectively communicate project details to inform lease holders of impact to their operations and relay lease holders feedback to appropriate internal and external partners

PHYSICAL REQUIREMENTS:

  • Occasionally walks over uneven terrain
