Rolling Stock Maintenance Industrialization Manager

Purpose of the job:

  • Manage industrial scope assigned by the Rolling Stock project ensuring that the products (Alstom Rolling Stock, project specific products, installation materials & maintenance) - including notably documentation and certificates - are delivered to the project stakeholders (Installation, Engineering, Customer,...) according to project commitments

In this respect the person in charge complies with Ethics and Compliance policies

ACCOUNTABILITIES & AUTHORITIES :

  • Ensure the proper set-up of Project Industrialization process and manage the corresponding deliverables in DFQ. Leading Industrial activities coordinating with Supply Chain For Conducting the Maintenance activities.
  • Apply Rolling Stock Industrial Process
  • Supervise preventive maintenance team and ensure planning the needed Material parts for preventive maintenance.
  • Planning trains preventive maintenance schedule.
  • On top of Industrialization Process maximize the usage of standardized product inside the project material delivery scope and industrialize the logistics flow to reduce end to end material lead time (from Supplier to Customer)
  • Guarantee that the level of stock fits to maintenance needs and the industrial strategy, especially through consistent industrial planning update according to project context shipment.
  • Supervise cash flow curve related to material orders and minimize the time the material remains in the warehouse. Support project closure to clean and close the Hard Inventory
  • Define industrial scheme and related make or buy strategy
  • Coordinate and supervises the Industrial Operations that are in charge of the following tasks: supervision of material procurement, products manufacturing and testing, logistic & shipment
  • During project warranty, coordinate the implementation of any repairs and retrofit plan needed for Material part of the industrial work package
  • Participates/helps to site and people assessment (APSYS, Competencies, MRM)
  • Defines the Process referential with the site environment:
    • Process instruction: SIPOC and activities (inputs, outputs, tasks, RACI, tools to use, references),
    • Guidelines and templates
  • Defines the competencies and related levels necessary to apply the activities
  • Defines Metier Process needs to be considered for the Metier tools’ evolution
  • Develops the Metier Process training materials
  • According to the Site team size and workload, taking the role of PrEM on one project
  • Applying and follow-up the People Management Cycle on time
  • Having a pro-active challenging view on engineering project management performed by the Site team to enhance their adequacy/consistency and compliance the applicable instructions and guidelines
  • Providing feedback to Central Engineering on the application of the engineering processes
  • To hire key operational maintenance staff members
  • To set up the operational processes (including Method statements…)
  • Participate as required in the risk assessment process.
  • To follow up the contract maintenance deliverables: training, documents, spares, etc…
  • Report any non-conformance against specification / process requirements.
  • Ensure that all specified work records are adequately completed and maintained.
  • Ensure that requirements in terms of Safety, EHS, special processes, Q alerts, etc. are properly identified and applied within the industrial processes and documentations
  • Deploy & ensure compliance with central standards : Lean tools, EHS (i.e. ergonomics), special processes, IT tools
  • Give REX to industrial network (central & depots) to improve standards.
  • Identify the needs in terms of Safety, EHS, special processes, Q alerts, etc. in production operations.
  • Ensure data Industrialization for Maintenance Management System are aligned with industrial efficiency and performance operational requirements
  • Ensure the overall capacity is defined and managed
  • Ensure standards deployment plan and ensure homogeneous deployment throughout depots
  • Ensure the consistency of all Industrialization function for 1 project (Tooling, Industrial data, Industrialization & Methods)
  • Manage commitment for industrial documents (i.e. work instructions, task sequences…) for maintenance, Renovation & Modernization.
  • Give technical support to PI operations activities.
  • Manage industrial data team for MMIS (SAP industrial data set up, parts, tools, BOM, routings…)

Performance measurements:

  • Quality: DFQ / Project Industrial Review milestones following project schedule
  • Cost: Allocated work package cost monitoring and reporting to projects
  • Cost: Project Hard Inventory. Cash in – cash out curve
  • Delivery: On Time material deliveries to the project

Educational Requirements:

University degree in Electrical or Mechanical engineering

Experience:

Mandatory:

  • 10 to 15 years’ experience in industrial and Maintenance business
  • Rolling Stock systems technical knowledge.
  • Several contributions for Process referential improvements, acting as a Process Leader or Methods and Tools Leader
  • Good understanding of production and logistics processes

Desirable:

  • Long Rolling Stock Maintenance experience
  • Project Management knowledge.
  • GSI working knowledge
