Duties Summary

Exempt, Temporary, Full-Time, Non-Civil service appointment. The primary purpose of this position is to provide analytic support for the RHTP by collecting and analyzing data related to the six rural health initiatives, thereby helping to ensure accountability to stakeholders and facilitating evidence-based program improvements. The Project Analyst develops and oversees data systems for tracking key indicators, performs quantitative and qualitative analysis of program metrics, and produces regular progress reports for the Oversight Teams and external reporting requirements. In addition, the Analyst conducts financial and compliance analyses across different initiatives to verify that activities are on track and in line with federal and state requirements. This position works under the guidance of a Project Advisor or the Project Manager and contributes expertise in data management, evaluation methodologies, and analytic problem-solving to support effective oversight of the RHTP.

Minimum Qualification Requirements

EDUCATION: Graduation from an accredited four (4) year college or university with a Bachelor’s degree.


Excess work experience comparable to those acquired in four (4) years of successful study while completing a college or university curriculum leading to a baccalaureate degree may be substituted on a year-to-year basis. To be acceptable, the experience must have been of such scope, level and quality as to assure the possession of comparable knowledge, skills, and abilities.


GENERAL EXPERIENCE:
Three and one-half (3 ½) years of progressively responsible professional analytical work in the evaluation of operating programs to determine their effectiveness in achieving desired objectives including handling and dissemination of complex work.


The education or experience background must also demonstrate the ability to write clear and comprehensive reports and other documents; read and interpret complex written material; and solve complex problems logically and systematically.


A Valid Hawaii Drivers’ License is preferred.
