ABOUT THIS POSITION


The Parks and Recreation Department provides residents and visitors with more than 41,000 acres of desert parks and mountain preserve land with more than 200 miles of trails; 188 parks; 33 community and recreation centers; eight golf courses; 29 pools; and classes, programs, and sports leagues. The Parks and Recreation Department also develops and maintains new parks, park amenities and facilities with funding from a variety of sources.

The HR Safety Division is seeking a high-performing, experienced, and skilled professional to fill the Safety Analyst II position within the Parks and Recreation Department. This role involves providing safety oversight under the Department's Safety Program Manager. The Safety Analyst II will assist in various programs, including injury and illness prevention, vehicle investigations, safety training, and the development and implementation of departmental safety programs based on industry best practices. This ensures that the City of Phoenix maintains a safe and healthy workplace for its employees and complies with all current safety and health standards and regulations.

This position will assist in environmental, health, and safety efforts with peers and other city divisions, and report to the Safety Program Manager. The Safety Analyst II works in groups and independently on assigned programs, training, and projects.

Duties and responsibilities include:

  • Support assigned workplace safety programs at a department level to ensure regulatory compliance and minimize employee injuries and incidents.
  • Perform field studies, inspections, and assessments to identify, evaluate, and control occupational health and safety hazards.
  • Implement and administer corrective measures, policies, procedures, programs, and training curriculum to enhance the work environment and foster a positive safety culture.
  • Understand, interpret, and apply Federal, State, City, and industry-recognized rules, regulations, and procedures regarding workplace safety to department heads, supervisors, and employees.
  • Analyze department safety statistics, including leading and lagging indicators, to evaluate, detect, and respond to injury trends and recommend corrective actions to management staff.
  • Conduct incident investigations and root cause analysis. Oversee employee safety initiatives including safety subcommittees, and safety hazard reporting.

IDEAL CANDIDATE

  • Strong knowledge in OSHA and other agency regulations.
  • Ability to develop open communication with staff at all levels of the organization to achieve a positive safety culture while taking a proactive approach to managing the safety program.
  • Professional safety certifications and/or training.
  • In-depth knowledge of general safety practices and federal regulations and ability to develop a working knowledge of how those practices and regulations apply to the Parks and Recreation Department.
  • Ability to evaluate the effectiveness of current workplace safety programs using established goals and make recommendations and implement corrective action(s) based on industry standards and best practices.
  • Strong Computer skills, including Microsoft Office.
  • Proficiency overseeing the following: Regulatory Compliance. Risk Assessment. Policy Creation. Employee Training Curriculum Development and Delivery. Safety Inspections and Root Cause Analysis.

SALARY


Pay Range: $ 66,185.60 - $107,806.40 annually.

Hiring Range: $ 66,185.60 - $88,691.20 annually.

MINIMUM QUALIFICATIONS

  • Two years of experience in accident prevention and loss control programs,
  • including at least one year of professional work experience with department-wide safety and employee occupational health, training, and motor vehicle safety programs.
  • Bachelor's degree in risk management, safety management, or a related field.
  • Other combinations of education and experience which meets the minimum requirements may be substituted.
  • All finalists for positions are subject to a criminal background check applicable to the department or position.
  • This position requires the use of personal or City vehicles on City business. Individuals must be physically capable of operating the vehicles safely, possess a valid driver's license and have an acceptable driving record. Use of a personal vehicle for City business will be prohibited if the employee is not authorized to drive a City vehicle or if the employee does not have personal insurance coverage.

PREFERRED QUALIFICATIONS


The minimum qualifications listed above, plus:

  • More than three years of professional experience in workplace safety, health, and environmental programs.
  • Experience ensuring compliance with OSHA standards in the workplace (General Industry and Construction) and implementing programs to reduce incident rates.
  • Experience in incident root cause analysis and investigation
  • Experience in developing safety standards and procedures.
  • Experience in safety training curriculum development and facilitation to small and large groups in virtual, online, and in-person environments
  • Experience in workplace safety and oversight including policy creation, training curriculum development and delivery, risk assessment, and general compliance recommendations.
