Lead and oversee Health, Safety, and Environmental (HSE) controls across road, bridge, underpass, and related infrastructure projects. Ensure compliance with contractual, statutory, and client/consultant requirements; drive a proactive safety culture; and reduce risk through planning, audits, and incident prevention.
Key Responsibilities
HSE Governance & Compliance
- Implement project HSE Plan, Legal Register, and Emergency Response Plan in line with local regulations and client/consultant standards.
- Review, comment, and approve (as applicable) contractor HSE documents: Risk Assessments (RA), Job Safety Analyses (JSA), Method Statements (MS), Lifting Plans, Traffic Management Plans, and Confined Space Entry procedures.
- Support Permit-to-Work (PTW) systems for hot works, excavations, confined spaces, lifting operations, and work at height.
Site Assurance & Supervision
- Conduct daily HSE inspections and planned audits; issue NCRs/observation notices and track close-out.
- Monitor compliance for lane closures, diversions, temporary traffic control, utilities corridors, and work interfaces with live traffic and third parties.
- Verify competency and certification of equipment operators and lifting/rigging teams; ensure pre-use checks and periodic inspections are current.
Risk Management & Incident Prevention
- Lead hazard identification and risk assessments for activities such as excavation, shoring, dewatering, piling, deck/bridge works, formwork, post-tensioning, waterproofing, and utility diversions.
- Facilitate toolbox talks and targeted safety campaigns (e.g., working at height, lifting, electrical, confined space, heat stress).
- Investigate incidents/near misses using root-cause analysis (e.g., 5-Why, Fishbone); recommend corrective and preventive actions with tracked close-out.
Coordination & Reporting
- Interface with client/consultant, contractor HSE team, and authorities for inspections, approvals, and safety clearances.
- Prepare and present HSE dashboards: leading/lagging indicators (LTIR, TRIR, near misses, observations, audit scores), and monthly reports.
- Support readiness reviews for new work fronts, traffic switches, and critical lifts; participate in constructability and pre-task risk reviews.
Training & Culture
- Coach engineers/supervisors on HSE requirements and behavioral safety; verify induction and role-based training compliance.
- Drive continuous improvement through lessons learned and best-practice sharing.
Required Qualifications & Experience (Must-Have)
- Education: Bachelor’s degree in Engineering (Civil/Mechanical/Industrial) or HSE/Environmental discipline.
- Experience: 5–12+ years total, with recent and proven site experience on Roads, Bridges, and Underpass infrastructure projects (consultant/PMC or contractor background in the UAE/GCC).
- Certifications:
- NEBOSH IGC (or equivalent) is mandatory.
- Client exposure (e.g., RTA/ADM/DoT/municipality)
- IOSH Managing Safely (or equivalent) preferred.
- Standards & Systems: Strong knowledge of UAE HSE legal framework, PTW systems, traffic control standards, lifting codes, and excavation/shoring best practices.
- Skills:
- Hands-on with RA/JSA/MS reviews and site controls.
- Incident investigation and audit capability.
- Excellent communication and stakeholder management (client/consultant/contractor).
- Proficient in MS Office; familiarity with HSE reporting tools is a plus.
- Language: Excellent English (written and spoken); Arabic is an advantage.
