The role helps maintain a safe workplace by monitoring site activities, conducting inspections, supporting risk assessments, coordinating safety training, and ensuring that all personnel follow project HSE rules and permit-to-work requirements. This aligns with the strong contractor safety expectations emphasized by Saudi Aramco, NEOM, Ma’aden, and SEC.

Key Responsibilities

  • Conduct routine site inspections and safety observations to identify unsafe acts, unsafe conditions, and environmental risks.
  • Follow up on corrective actions and ensure timely closure of safety observations and non-conformities.
  • Support preparation of Job Safety Analysis (JSA), Risk Assessment, Method Statements, and HSE documentation before work starts.
  • Coordinate toolbox talks, HSE inductions, and awareness sessions for employees, subcontractors, and visitors.
  • Maintain records of incidents, near misses, inspections, training, and safety meetings.
  • Assist in incident reporting, preliminary investigations, root cause analysis, and corrective action tracking.
  • Coordinate with supervisors, engineers, subcontractors, and client representatives on HSE matters.
  • Ensure welfare facilities, housekeeping, barricading, signage, and emergency equipment are available and maintained.
  • Monitor lifting, excavation, scaffolding, hot work, confined space, work at height, and electrical activities for safety compliance.
  • Support environmental controls such as waste segregation, spill prevention, dust suppression, and housekeeping.
  • Participate in client safety audits, internal audits, and management safety walks.
  • Prepare daily, weekly, and monthly HSE reports for management and clients.
  • Promote a proactive safety culture and stop unsafe work when serious risk exists. These duties are consistent with the safety-control expectations reflected in Aramco supplier safety management guidance, NEOM safety commitments, and SEC contractor safety rules.

Qualifications

  • Diploma or Bachelor’s degree in Occupational Health & Safety, Environmental Science, Engineering, or related field.
  • Additional safety qualifications are preferred.

Experience

  • Minimum 3–5 years of HSE experience in construction, industrial, mining, infrastructure, utilities, or oil & gas projects.
  • Previous experience on projects involving Saudi Aramco, NEOM, Ma’aden, SEC, Royal Commission, or major EPC contractors is highly preferred.
  • Familiarity with contractor-based project environments, subcontractor monitoring, and client audits.

Required Knowledge

  • Knowledge of construction site hazards and control measures.
  • Understanding of permit-to-work systems, risk assessments, and incident investigation.
  • Familiarity with HSE documentation and reporting systems.
  • Knowledge of emergency response, fire prevention, and first aid coordination.
