Job Summary
We are seeking a qualified and proactive Safety Officer to oversee all health, safety, and environmental (HSE) activities for our building construction projects in the UAE. The successful candidate will be responsible for implementing site safety procedures, ensuring compliance with UAE regulations and client requirements, and promoting a strong safety culture across all project activities.
Key Responsibilities
- Develop, implement, and maintain the Project Health, Safety, and Environmental (HSE) Plan.
- Review Risk Assessments (RA), Job Safety Analyses (JSA), and Method Statements before work begins.
- Ensure compliance with UAE Labour Law, Municipality regulations, and client HSE standards.
- Conduct daily, weekly, and monthly site safety inspections and audits.
- Identify unsafe acts and conditions and take immediate corrective action.
- Stop unsafe work whenever there is an imminent risk to personnel or property.
- Monitor permit-to-work systems for hot work, excavation, confined space entry, lifting operations, and work at height.
- Inspect scaffolding, ladders, lifting tools, power tools, and temporary electrical installations.
- Verify competency certificates and licenses of operators, riggers, scaffolders, and other skilled personnel.
- Ensure proper use and maintenance of Personal Protective Equipment (PPE).
- Conduct safety induction programs for all new employees and subcontractors.
- Deliver toolbox talks, safety alerts, and awareness campaigns.
- Investigate accidents, incidents, near misses, and dangerous occurrences, and prepare detailed reports.
- Track corrective and preventive actions until full closure.
- Ensure adequate first aid facilities, trained first aiders, and firefighting equipment are available at all times.
- Organize emergency response drills, evacuation exercises, and rescue simulations.
- Monitor housekeeping, waste disposal, dust control, and environmental compliance.
- Maintain HSE documentation including inspection reports, training records, permits, and incident logs.
- Prepare daily, weekly, and monthly HSE reports and statistics.
- Coordinate with project managers, engineers, subcontractors, consultants, and client representatives on all HSE matters.
- Support ISO 45001 and company HSE management systems.
- Promote a proactive safety culture and continuous improvement across all project teams.
Requirements
- Diploma or Bachelor's Degree in Engineering or a related field.
- NEBOSH IGC certification is mandatory.
- 5–8 years of construction safety experience.
- Minimum 3 years of UAE/GCC experience in building construction projects.
- Strong knowledge of UAE HSE regulations and construction safety standards.
- Excellent communication, reporting, and training skills.
- Proficiency in Microsoft Office.
- Valid UAE Driving License is an advantage.
