Safety Officer – Mining Projects

Job Purpose

The Safety Officer is responsible for implementing and monitoring health, safety, and environmental requirements at mining project sites. The role helps prevent injuries, property damage, and operational incidents by ensuring safe work practices, risk controls, inspections, training, and compliance with Saudi labor and occupational safety requirements. In Saudi Arabia, employers are required to take necessary precautions to protect workers, provide safety instructions in Arabic and other needed languages, and apply occupational safety and health rules suited to the nature of the facility.

Key Responsibilities

  • Conduct daily site safety inspections in mining, drilling, blasting, crushing, hauling, workshop, and camp areas.
  • Monitor compliance with company HSE procedures, client requirements, and Saudi legal requirements.
  • Identify hazards and unsafe acts or conditions, then recommend and follow up on corrective actions.
  • Support risk assessments, job safety analysis, and permit-to-work activities for high-risk jobs.
  • Ensure workers use correct PPE and follow safe operating procedures.
  • Deliver toolbox talks, site inductions, and safety awareness sessions for employees and contractors.
  • Investigate incidents, near misses, unsafe conditions, and property damage events, and prepare reports with corrective and preventive actions.
  • Maintain HSE records such as inspection reports, training records, incident logs, and statutory documents.
  • Check emergency preparedness arrangements, including first aid, rescue readiness, firefighting equipment, alarms, and communication systems.
  • Coordinate with supervisors, maintenance teams, and subcontractors to close safety observations and action items.
  • Monitor traffic safety, mobile equipment safety, lifting operations, confined spaces, working at height, electrical safety, and explosive-related exclusion controls where applicable.
  • Stop unsafe work and escalate serious risks immediately to site management.
  • Participate in internal audits, client inspections, and regulatory visits.
  • Help promote a positive safety culture across the project.

Mining and quarry workplaces in Saudi Arabia have specific safety expectations, including public safety instructions and rescue/first-aid arrangements near the workplace; where workforce size thresholds are met, dedicated rescue and first-aid facilities are required.

Duties Specific to Mining Projects

Because this is a mining-project role, the Safety Officer usually deals with higher-risk activities than in a normal construction site, such as:

  • Open-pit or underground work areas
  • Drill and blast activities
  • Heavy mobile equipment interaction
  • Dust, noise, vibration, and heat stress exposure
  • Fuel, chemical, and explosive storage areas
  • Remote-site emergency response
  • Contractor and multi-shift workforce control

Saudi mining is regulated at sector level by the Ministry of Industry and Mineral Resources, while worker safety obligations also sit under Saudi labor and occupational safety rules.

Qualifications

  • Diploma or bachelor’s degree in Occupational Health & Safety, Environmental Science, Engineering, or related field.
  • Safety certifications preferred, such as NEBOSH, IOSH, OSHA, or equivalent.
  • Valid first aid / fire safety / incident investigation training is an advantage.
  • Additional mining-related training is preferred.

Saudi guidance on occupational safety roles refers to formal occupational safety qualifications and certification/accreditation requirements for practitioners and professionals.

Experience Required

  • Minimum 3–5 years of safety experience in industrial, construction, or heavy-equipment environments.
  • At least 2–3 years preferred in mining, quarry, drilling, blasting, crusher, or mineral processing projects.
  • Experience in Saudi Arabia or GCC is strongly preferred.
  • Experience working with contractors, remote sites, and multicultural workforces is an advantage.

Job Type: Full-time

Pay: ﷼3,500.00 - ﷼4,500.00 per month
