SATCOM Engineering Support
NSA Manama, Bahrain

The SATCOM Engineering Support will assist in several tasks benefiting the enterprise SATCOM program. These duties will include the manipulation and display of SATCOM data, troubleshooting and solving system issues, maintenance of both physical hardware and digital systems, and providing support during live testing and operations.

ESSENTIAL DUTIES AND RESPONSIBILITIES

  • Manipulate and display SATCOM beam data and assist with processing large quantities of data, as well as field customer questions regarding device aiming and/or movement in beam centers due to satellites’ s inclination and eccentricity, and field general orbital mechanics questions, primarily regarding geosynchronous satellites.
  • Understand and employ the associated tools for tasking, planning, researching and data routing of the SATCOM program, along with tools for operations center support and system health/performance monitoring.
  • Provide frequency selection assistance, perform spectral surveys, provide nearly 24-hour technical support to customers in the field, troubleshooting, sharing notifications and answering technical questions.
  • Analyze system performance measurements and participate in system level troubleshooting, working with disparate system engineering teams to identify, analyze, and resolve technical issues and verify modifications with enhancements.
  • Provide frequency management support, work with users and the broad frequency management community (e.g. FMWG) to help ensure continued access to the RF spectrum.
  • Perform day-to-day operational support for the planning and tasking of the operational system, providing systems engineering and integration expertise, addressing planning requirements, gathering and validating for smooth integration to operational system.
  • Leverage associated tools for tasking, planning, research and data routing of the SATCOM program, as well as tools for operations center support and system health/performance monitoring.
  • Use enterprise messaging services, conduct operational surveys and generate travel cables and system notification to area of responsibility.
  • Follow standard operating procedures (SOPs) to provide infrastructure support to customers during live testing and operations.
  • Responsible for monitoring network performance and data flow, keeping accurate logs, assisting customers with mission planning, data delivery and providing stakeholder notifications, as appropriate.
  • Support new electronic device technologies and software-defined radio (SDR) developments.
  • Support systems engineering in satellite communications to characterize usage for new state of the art small form factor (SFF) radios, utilizing best practices and systems engineering principles.
  • Document results for distribution to multiple levels of decision-making authorities.
  • Operate, manage, administrate, and work with local and wide area networks (LAN/WAN)
  • Engage in network administration, system analysis, consulting, system design, installation, and maintenance.
  • Maintaining both computer software applications, hardware, telecommunications, and network infrastructure equipment.

EDUCATION

  • BS in engineering, computer systems, or relevant technical area.
  • Ten years’ experience as a System Engineer.
  • Experience operating, managing, administrating, and working with local and wide area networks (LAN/WAN) preferred.
  • Minimum nine years minimum working in SATCOM.
  • Three years’ experience network administration, consulting, analyzing, designing, installing, and maintaining computer software applications, hardware, telecommunications, or network infrastructure equipment required.
  • Must have Network+, Security+, and modem operation qualifications.

EXPERIENCE

  • Minimum ten years of military experience required.
  • Experience in network engineering, particularly within military or defense environments preferred.
  • Experience with C4ISR systems, including operations, technical processes, and maintenance of network and equipment preferred.
  • Experience in providing technical support and mentoring for network systems, including diagnosing and correcting maintenance deficiencies preferred.
  • Experience in cybersecurity, including knowledge of SECNAV M-5239.2 and proficiency in the Cyber IT/Cyber Security Workforce (CSWF) standards preferred.
  • Experience with configuring network routers and hubs, managing network backups, and troubleshooting LAN connectivity issues preferred.
  • Experience in preparing procedures, processes, techniques, and instructional support for equipment users preferred.

  • Intermediate to advanced proficiency in network operations, including configuration, backup, troubleshooting, and system maintenance.
  • Knowledge of cybersecurity standards and practices, including the ability to handle privileged user qualifications and maintain security certifications.
  • Ability to perform in-depth analysis of network issues and provide recommendations for architecture modifications and advanced technical processes.
  • Proficiency in preparing and delivering procedures, processes, and instructional support.
  • Ability to demonstrate advanced capabilities and monitor equipment user performance.
  • Skills in diagnosing and resolving complex network and LAN connectivity issues, and handling system upgrade or release installations.
  • Understand satellite orbital mechanics; some familiarity with two line segments.
  • Ability to communicate technical issues clearly and effectively and execute assignments with little supervision and actively participate in a collaborative team environment.
  • Ability to work occasional surge support.
  • Advanced proficiency with groupware applications (SharePoint, MS Teams) and the Microsoft Office suite (Word, Power Point, Excel, etc.) desired.
  • Operations center experience and knowledge of enterprise system monitoring tools.
  • Experience with programming or scripting language for test development and automation preferred.
  • Experience with Visual Basic for Applications and enterprise messaging services, or willingness to learn these tools preferred.

WORKING CONDITIONS

  • Required to sit for extended periods of time and maintain focus.

SPECIAL POSITION NOTATIONS

  • CONUS and OCONUS travel may be required.
  • Qualification as an authorized company driver is required. All authorized company drivers must have a valid driver’s license, current automobile insurance, and a driving record that is acceptable to the company’s auto insurance provider.

SECURITY CLEARANCE

  • A Secret clearance is required for this position, higher is preferred.
