Saudi Esnad Recruitment Manager

Position Objective

To Manage Esnad – The company specialized arm for providing national workforce services – in achieving business growth and profitability by offering flexible and professional staffing solutions that enable organizations to access qualified Saudi talent. The operating model is based on employment intermediation and managed staffing services. Responsibilities include client development, contract execution, employee lifecycle management, and full compliance with national labor and Saudization regulations, in close coordination with Mueen’s shared services departments (Finance, HR, IT, Legal, Strategy).


Roles & Responsibilities

A. Strategic Responsibilities

1. Setting Financial & Operational Goals

Define annual targets for revenue, client contracts, and number of deployed Saudi employees.

Establish KPIs including workforce utilization, contract renewal rates, client satisfaction, and regulatory compliance.


2. Business Development & Market Penetration

Develop strategies targeting high-demand sectors such as banking, retail, logistics, healthcare, and hospitality.

Offer tailored, compliant staffing models aligned with clients’ workforce and Saudization needs.


3. Budgeting & Financial Oversight

Prepare the annual operating budget with Finance.

Monitor costs, ensure profitability, and maintain payroll efficiency.


B. Operational Responsibilities

1. Client & Contract Management

Lead contract negotiations and ensure successful execution of workforce leasing agreements.

Maintain strong relationships with key clients and monitor service satisfaction.

2. Employee Lifecycle Management

Oversee onboarding, payroll, leave, disciplinary actions, and end-of-service processes for Saudi employees.

Ensure smooth coordination between client needs and employee administration.


3. Compliance & Regulatory Alignment

Ensure full adherence to Saudi labor laws, GOSI, WPS, and all Saudization requirements.

Liaise with government entities for inspections, audits, and classification submissions.


C. Leadership & Team Development

1. Departmental Oversight

Manage sales, operations, employee relations, and client service teams.

Set performance expectations, evaluate outcomes, and drive development initiatives.


2. Organizational Culture

Promote a values-based, performance-driven culture focused on employee welfare and client satisfaction.

Align all internal practices with Mueen’s strategic vision and ethical standards.


D. Reporting & Executive Communication

1. Reporting

Provide monthly and quarterly reports on business performance, client growth, Saudization levels, and operational challenges.

Recommend improvements and strategic adjustments based on analytics.


2. Executive Engagement

Collaborate with Mueen’s CEO and Strategy Office to align Esnad’s roadmap with group-wide priorities.

Participate in strategic planning, audits, and leadership reviews.


Qualifications & Experience

Academic:

Bachelor’s degree in Business Administration, Human Resources, or a related field.

Master’s degree (MBA or HRM) is preferred.


Experience:

Minimum 10 years in HR, workforce services, or staffing operations.

At least 5 years in an executive role, preferably in Saudi nationalization or labor outsourcing services.


Skills:

Strong leadership, negotiation, and communication skills.

Deep understanding of Saudi labor law, Saudization programs, and government compliance platforms.

Proficient in budgeting, KPIs, employee management, and reporting.


Work Environment & Reporting Structure

Work Environment:

Office-based role with client visits and engagement with regulatory bodies as needed.

Regular coordination with Mueen’s shared services (Finance, HR, Legal, IT, Strategy).

External Relations:

Clients across government, private, and semi-government sectors

Government agencies (MoL, GOSI, Human Resources Development Fund, etc.)

The Saudi Esnad Recruitment Manager is responsible for leading the delivery of comprehensive staffing solutions for Saudi nationals.
