Key Responsibilities


SBI Officer- Alcohol/ Narcotics (Section 22)

This position is open only to current Public Safety sworn personnel

Principal duties for all sworn investigative personnel at SBI include investigating, assisting with, and managing criminal investigations. The types of investigations commonly conducted by SBI personnel can include death and homicide investigations, person and property crimes, officer-involved critical incidents, cybercrimes, sexual assault, crimes against children, human trafficking, public corruption, fraud, forgery, other white-collar crimes, threat management, gun denial investigations, as well as narcotic and alcohol investigations. Investigative operations and techniques may include undercover operations, management of confidential informants, surveillance, and suppression operations.

Qualifications


  • This position is exempt from the seniority based transfer policy and open as a lateral transfer for current DPS Officers currently.
  • Incumbent shall reside within 50 miles of the State Bureau of Investigation office (4501 S. 2700 W., Taylorsville).
  • Applicants must have at least 18 months work experience as a sworn officer with the Utah Department of Public Safety

ALL SWORN INVESTIGATIVE PERSONNEL AT SBI WILL:

  • Be included in the on-call schedule/rotation at SBI and respond to call-outs according to DPS and SBI policy.
  • Participate in and successfully complete a Field Training Agent program within one year of reassignment to SBI.
  • Failure to complete the FTA program may lead to reassignment away from SBI.
  • Exemptions to the FTA program may include a modified version of the program for personnel who can demonstrate competency or completion of an equivalent level of training.

All sworn investigative personnel within the Alcohol & Nicotine enforcement team are required to:

  • Work within DABS licensee establishments (Bars and locations where alcohol and intoxicants are served).
  • Work nights, weekends, and holidays as scheduled and within the parameters of meeting the strategic needs of Section 22 to reduce the number and severity of alcohol-created emergencies, and to remove and reduce the number of impaired drivers on Utah’s roadways.
  • Follow DPS policy when operationally purchasing alcohol, simulating consuming alcohol, or entering establishments operating sexually oriented businesses. Failure to comply with DPS policy regarding these requirements may result in reassignment from SBI.
  • Work within the Department of Health and Human Services (DHHS) nicotine licensed establishments (Locations where nicotine products are sold).
  • Work nights, weekends, and holidays as scheduled and within the parameters of meeting the strategic needs of the nicotine enforcement crew to reduce the number of nicotine products and illegal substances sold to minors.
  • Follow DPS policy when purchasing nicotine and other illegal products.
  • Failure to comply with DPS policy regarding these requirements may result in reassignment from SBI.
  • Conduct nicotine enforcement investigations, including covert operations, uniformed suppression, and general enforcement of Utah laws;
All sworn investigative personnel at SBI can be tasked with the following assignments:
  • Conduct alcohol enforcement investigations, including covert operations, uniformed suppression, and general enforcement of Utah laws.
  • Participate as a member of an Evidence Response Team in the collection and documentation of evidence (digital and physical), and work closely with the State Crime Lab.
  • Coordinate with other SBI Agents and UHP Troopers to conduct criminal investigations and intelligence-led policing; and, to effect physical custody arrests, document investigations through thorough report writing and submit cases for prosecution.
  • Plan and prepare the execution of search/arrest warrants, operational planning, and case debriefing.
  • Coordinate investigative efforts with local, state, and federal police agencies as necessary.
  • Coordinate follow-up services for victims, through and with the DPS Victim Services Program.
  • Professionally represent the Utah Department of Public Safety and the SBI at training, seminars, and other law enforcement and professional meetings.
  • Provide training related to criminal investigations to law enforcement and community members; Network and build strong relationships with internal and external stakeholders.

Principal Duties of the Agent position within Section 22 include:
  • Conduct criminal and civil investigations and gather evidence, documents, records, criminal history, and all relevant information.
  • Manage case disposition logs and communicate updates to supervisors frequently.
  • Enforce Criminal Code.
  • Locate and interview witnesses, victims, and suspects who have information or are involved in a case; may serve subpoenas and other legal documents.
  • Make arrests, testify in official proceedings, and transport witnesses.
  • Develop sources of information.
  • Develop and manage Confidential Informants.
  • Gather and share information with SIAC.
  • Attend meetings with attorney(s) for case planning, development, and direction.
  • Professionally represents the Utah Department of Public Safety at trainings, seminars, and other law enforcement.
  • Effectively communicate, interact and assist fellow officers.
  • Provide case support to other departments in DPS or State agencies as needed.
  • Participate and oversee undercover operations.
  • Identify criminal organizations and related crimes and actively investigate these cases.
  • Coordinate with other local, state and federal police agencies regarding investigations and activity in their corresponding areas.
  • Conduct thorough, professional and complete investigations including reporting, case file preparation and effective courtroom testimony.
  • Collect, analyze, and document evidence related to criminal cases.
  • Conduct surveillance using a variety of methods and techniques.
  • Plan and conduct Covert Underage Buyer operations.
  • Conduct TRACE investigations which are focused on alcohol related emergencies.
  • Coordinate and participate in overt and covert inspections of DABS licensees.
  • Coordinate and participate in youth alcohol suppression events.
  • Coordinate with the DABS in relation to alcohol related cases and offenses.

THE IDEAL CANDIDATE Will Possess the Following:

  • Have investigative experience and training in criminal and administrative cases, prosecutions, and referrals for administrative action.
  • Preference may be given to candidates who can demonstrate investigative competency or provide documentation of experience or training in investigative techniques. The ideal candidate will have experience in evidence collection and investigative case management.
  • Ideal candidates for positions in the Alcohol Enforcement Section will possess in-depth knowledge of and working experience with Utah alcohol laws.
  • Have experience conducting TRACE investigations (Targeting Responsibilities for Alcohol Created Emergencies).
  • Demonstrate the ability to learn or have experience with the administrative process of referring a license/establishment to DABS.

Possess knowledge of - or demonstrate competency with investigative tools such as:

  • Investigative knowledge of the use of DNA and Advanced DNA capabilities,
  • LPR (License Plate Readers),
  • Callyo (body wires),
  • NIBIN,
  • FARO,
  • P-SANS (Public Safety Alerts and Notifications System), and, Investigative techniques involving Geo-Location Technologies.
