The Tuscarawas County Board of Developmental Disabilities (TuscBDD) arose from a grassroots effort by parents and concerned citizens in 1955 to provide educational services to 12 children with developmental disabilities through the creation of Starlight School. Over time, Starlight School has evolved into TuscBDD, which is a publicly funded county governmental entity offering an array of programs for over 500 eligible individuals. We officially became Tuscarawas County Board of Developmental Disabilities in October 2009.

Under direct supervision of the Youth Services Director, the Starlight School Secretary operates various office equipment, types, files and directs communications through and on behalf of the school. Organizes and maintains files and databases. Serves as the initial point of contact for all referrals to the Starlight School outreach and school-based programs. Greets and directs school visitors.
This is a 222-day position scheduled to work 8 hours per day.
ESSENTIAL DUTIES:
- Types, files, duplicates, and disseminates school correspondence, reports, and materials.
- Manages school communications including emails and phone calls; redirects calls and takes messages.
- Monitors the school’s referral email inbox; responds to all inquiries; tracks requests and their disposition in a spreadsheet shared with school leadership.
- Assists the Youth Services Director with scheduling and other administrative support tasks as requested.
- Organizes and maintains school and student files; assures confidentiality of information.
- Completes purchasing for the school, fills out purchase order requests and submits for approval, places approved orders through Amazon and other approved vendors; goes to Wal-Mart to purchase supplies as requested; assists the Youth Services Director by tracking monthly school expenditures for budgetary purposes.
- Manages employee absence tracking by updating timecards with paid time off and reason for absence when an employee calls off for all or part of a scheduled workday.
- Schedules building substitutes according to daily absences and guidelines set by the Youth Services Director; tracks substitute usage by position and school district as requested.
- Scans records for electronic filing as requested for the school and related programs.
- Completes required reporting and IEP transfers in Same Goal.
- Supports the Dean of Students to ensure that all injured employees and supervisors complete and sign necessary paperwork; provides workers compensation card to employees seeking medical treatment and ensures that all paperwork received at the school is submitted to human resources in a timely manner.
- Provides employees with appropriate forms as requested for items such as certification renewal and expense reimbursement; checks forms for accuracy and ensures required documentation is included before presenting to the appropriate supervisor for approval/signature.
- Greets and appropriately directs visitors and vendors within the assigned facility, answers inquiries, and creates a welcoming environment.
- Operates miscellaneous office equipment including fax machine, copier and laminator as required.
- Receives deliveries, makes interoffice mail runs, sorts, and distributes incoming mail.
- Demonstrates the ability to function effectively as a member of a team with other workers at the worksite and other settings.
- Demonstrates written communication skills, including proper grammar usage and proofreading skills.
- Demonstrates verbal communication skills, including knowledge of telephone etiquette and the ability to maintain composure and poise with emotional students, staff, parents, caregivers, visitors, and others.
- Establishes and maintains a working rapport with school staff, parents, other service providers, staff of cooperating agencies and the public.
- Completes required behavior and crisis prevention/intervention training as assigned.
- Participates in meetings, assigned committees and in-services as requested; assists with special projects and events as assigned.
- Demonstrates regular and predictable attendance.
- Follows Board policies and procedures, applicable laws, rules, regulations and standards.
- Carries out related duties as requested.
