The unit assists the agency in formulating and implementing policies and procedures and provides support to internal business partners by researching a host of legal issues affecting their operations.<br>

Responsibilities of the Agency Attorney III include, but are not limited to, the following:<br>

Under the supervision of the Managing Counsel, this attorney will assist in providing legal support related to leasing transactions, property acquisitions, landlord-tenant matters, and other real estate issues involving City-owned properties. <div><div><div>The New York City Taxi and Limousine Commission (TLC) is the agency responsible for regulating New York City's taxicab and for-hire vehicle industry. TLC licenses and regulates over 130,000 vehicles and more than 175,000 drivers, making it the most active taxi and limousine regulatory agency in the United States. Aside from vehicles and drivers, TLC also regulates taxicab agents and for-hire vehicle bases, including popular app-based transportation services. The TLC plays a pivotal role in furthering public safety within New York City and is a lead agency in a citywide effort to reduce traffic-related injuries. One of the largest components of TLC&rsquo;s operations is the enforcement of agency and administrative code regulations.<br>

The Prosecution Division investigates and prosecutes all summonses issued by TLC which consist of administrative, field and consumer-initiated complaints. Our division prosecutes a wide range of violations including reckless driving, unlicensed operation, illegal street pickups, harassment and leaving the scene of an accident. Prosecuting Attorneys represent TLC on cases heard before the Hearings Division of the Office of Administrative Trials and Hearings and will gain robust hands-on litigation experience as they rotate through various prosecutorial assignments, including Consumer Intake, Settlements, Hearings and Appeals.<br>

Duties and responsibilities will include, but are not limited to:<br>

The Housing Incentives division offers tax credits, tax incentives, and zoning bonuses in order to facilitate affordable housing development. Housing Incentives&rsquo; Compliance and Enforcement (C&amp;E) division investigates and takes enforcement action against building owners receiving these benefits who fail to comply with applicable state and local laws, codes, and regulations, as well as agency regulatory agreements.

 As an Attorney for Housing Incentives&rsquo; Compliance and Enforcement (C&amp;E) division, you will assist in investigating and taking enforcement action against building owners receiving benefits who fail to comply with applicable state and local laws, codes, and regulations, as well as agency regulatory agreements. You will be a part of major compliance efforts, including those focusing on violations of rent registration and affordability requirements, resulting in more affordable and rent-stabilized apartments for New Yorkers, and will help supervise a team of Paralegals.

 </strong>
 Your role will be to assist the division in ensuring compliance of buildings with valuable benefits, under the direction of the Assistant Commissioner (AC) of Compliance &amp; Enforcement. You serve as the agency&rsquo;s subject matter expert on compliance and enforcement of tax incentives and will investigate and take enforcement action against non-compliant building owners. Cases focus on violations of statutory requirements, including, but not limited to, rent registration and affordability requirements, as well as violations of Regulatory Agreements. These investigations regularly involve coordination with other city and state agencies; you may assist the AC in liaising with these agencies. Additionally, the attorney will investigate allegations that are referred from both internal and external sources. The attorney will also participate in drafting and reviewing legislation that affects the division&rsquo;s compliance and enforcement efforts. Additionally, you will assist the Assistant Commissioner and other senior staff with agency reporting requirements on compliance cases handled by the division.

  Your Responsibilities Include, But Are Not Limited To

   Receive and analyze complaints of non-compliance from within HPD, including Inclusionary Housing and Tax Incentive Programs, and from outside HPD, to determine whether sanctions or other penalties such as a revocation of benefits should be imposed
  </li>
  <li>
   Investigate complaints by collecting facts from public sources, property owners, and residents
  </li>
  <li>
   Make legal recommendations as to extent of violations and appropriate remedies
  </li>
  <li>
   Prepare appropriate legal documents to prosecute violations or revoke benefits
  </li>
  <li>
   Resolve cases through negotiated settlement, administrative proceedings or, with other agencies, court proceedings, including a small number of appearances before OATH
  </li>
  <li>
   Serve as the primary point of contact for owners, owners' counsel and residents of properties that are the subject of assigned cases
  </li>

   Regularly report status of cases to the Assistant Commission and other senior staff members
  </li>
  <li>
   Work with Division support staff to update and maintain tracking and case management systems

   Become well-versed in program policies and regulations and provide input to the Assistant Commissioner about processes that would strengthen enforcement cases

POSITION OVERVIEW</b></p><p>
Sanctuary for Families Community Law Project (CLP) seeks an attorney with domestic violence and/or family law experience to provide comprehensive, culturally competent legal services to survivors of domestic and gender based violence who seek assistance with family offense, custody/visitation, and child/spousal support proceedings, as well as matrimonial matters. The attorney will also conduct community legal clinics, outreach and training and will collaborate with other agencies to advocate for systemic change. The attorney will work out of the Manhattan Office and will report to the Center&rsquo;s Sr. Deputy Director and Sr. Director.</p><p></p><p><b><br>
RESPONSIBILITIES</b></p><ul><li>
Provides direct representation and advocacy to clients in family law litigation, including family offense, custody and visitation, child and spousal support and divorces in all five boroughs of NYC. Provides other advocacy as needed, including the criminal legal and child protective systems;</li><li>
Provides pro se legal assistance and consultations to clients in family law matters;</li><li>
Conducts legal clinics at community based organizations;</li><li>
Staffs the Legal Helpline;</li><li>
Co-counsels cases with project, Legal Center and <i>pro bono </i>attorneys; supports training of junior staff members.Advocates directly for clients with key stakeholders including but not limited to NYPD, prosecutors, Administration for Children&rsquo;s Services (ACS), Human Resources Administration (HRA), and Division for Homeless Services (DHS);</li><li>
Conducts community based outreach and training;</li><li>
Works with Sanctuary&rsquo;s Community and Outreach Training Initiative (SCOTI) to coordinate, organize and participate in outreach and training events;</li><li>
Represents Sanctuary for Families on task forces and other political and advocacy committees outside the agency.</li><li>
Collaborates with volunteers, interns and <i>pro bono</i> attorneys.</li><li>
Directs cases to the appropriate resources within the agency and the Legal Center;</li><li>
Tracks the status of cases referred internally and externally;</li><li>
Fosters and maintains relationships with Community-Based Organizations (CBOs) that refer clients to the Helpline;</li><li>
