Directly responsible for overall supervision of entire team including both office and maintenance.2) Reviews and conducts all interviews and with approval of Regional Manager, sends all pre-hire paperwork including employment application, signed background check consent form and a copy of the applicant&rsquo;s social security card and photo id to Director of Human Resources for processing and hire approval.3) Reviews, approves and submits all bi-weekly payroll.4) Reviews all bonuses monthly and provides to Regional Manager in a timely manner for approval and then enters in payroll system.5) Review Grow course assignments monthly and ensure team is completing courses in a timely manner as assigned.6) Ensure safety classes are conducted monthly and team is adhering to all safety and OSHA requirements.7) Adhere to and follow all Workmans&rsquo; Comp claim policies including submission of all forms in a timely manner.FINANCIAL PERFORMANCE:1) Collection of all budgeted income2) Maximize gross rent potential by raising market rents as much as possible through analysis of competitive market, availability and pending renewals.3) Minimize vacancy loss by ensuring all apartments are market ready as quickly as possible and apartments are not held vacant more than 10 days.4) Maximize renewal rent increases by analyzing occupancy trends, current and potential exposure as well as current market rates as compared to in place rates5) Minimize delinquent rental losses by performing consistent daily and weekly collection attempts in accordance with state and federal guidelines. If community has a Bookkeeper or Assistant Manager that oversees collections, the CM should meet with them throughout the week to review status of collections.6) Maximize other and miscellaneous income by ensuring all required fees are charged and collected.7) Act as the custodian for petty cash including dispensing of cash for validated receipts. Petty cash must be reconciled monthly and submitted for reimbursement to accounting.8) Review expense budget and projections weekly to ensure community is on target achieve budgeted goals.9) Enter and review all purchase orders prior to approving any order.10) Ensure that proper G/L codes are utilized when entering purchase orders.11) Review, enter and approve all AP consistently so invoices are paid in a timely manner.12) When completing major projects as budgeted, prepare a scope of work and obtain bids from 3 vendors according to said scope of work. Prepare bid comparison form and submit to Regional Manager for approval.13) Review G/L weekly to ensure all invoices were properly coded and correct any coding errors immediately. If an invoice was previously approved but requires a correction, submit requested correction to Regional Manager or CFO as needed.14) Review Income Statement weekly to ensure all invoices for monthly services have been submitted for payment. It is your responsibility to contact vendors if you have not received any invoices.15) Accruals should be submitted prior to month-end for any invoices not received prior to close-out. Review each G/L category on Income Statement as well as any open purchase orders and completed Accruals Form and send to CFO on or before the 1st of each month.16) Review Preliminary Financial Statements upon receipt to ensure all reclasses and accruals were properly documented.17) Prepare detailed Variance Report as required and submit in a timely manner.OTHER COMMUNITY PERFORMANCE FACTORS1) Complete Fair Housing course annually via Grow.2) Ensure all team members have completed Fair Housing Grow training annually and that all Fair Housing requirements and laws are being adhered to by entire team in all facets of their job.3) Perform all leasing functions as needed4) Review all rental applications to ensure applicants meet all rental criteria requirements.5) Review all move-in files for accuracy including a copy of active renters&rsquo; insurance and a completed Pet Interview Approval Form if resident has a dog.6) Walk all market ready apartment homes to ensure they meet Starka&rsquo;s standards.7) Market all vacancies accordingly by ensuring Craigslist Ads are posted daily and all internet advertising is up to date and appealing8) Ensure leasing team is entering all traffic in management software system in a timely manner and following up with each prospective resident consistently to increase closing ratios.9) Perform weekly and monthly site inspections to ensure community is clean, green and meets or exceeds company standards for curb appeal.10) Buildings and grounds should be inspected regularly for any deficiencies or safety hazards and proposals should be obtained to rectify situation immediately. Responsibilities:
<ul><li>Assume supervisory responsibilities in the absence of the Community Manager.</li><li>
Attend managers meeting whenever the Community Manager is unable to attend.</li><li>
Special projects assigned by the Community Manager.</li><li>
Lease apartments to qualified prospects using product knowledge, closing techniques, professionalism, and poise while building rapport with the customer.</li><li>
Respond promptly, with a positive, helpful, and courteous attitude, to all walk-in and telephone prospects. Enter all walk-in and phone traffic into database daily. Respond to internet leads</li><li>
Call the answering service as necessary for messages and follow up on all messages.</li><li>
Visually inspect entire property (office, models, compactor, vacants, and amenity areas) daily for cleanliness. Pick up trash and run trash compactor when necessary, and if called for, carry cleaning supplies and/or vacuum up or down stairs to apartment homes, and clean apartment to bring it up to prospect ready standards.</li><li>
Escort prospects to an apartment home and to all amenity areas, using stairs as necessary. Also drive a golf cart or other motor vehicle with prospects as passengers and operate keys in door locks and key closet.</li><li>
Follow up with all prospects by phone and in writing pursuant to PAA&rsquo;s procedures.</li><li>
Accurately type all paperwork needed and enter lease agreement and any other forms into database before submitting lease files for verification.</li><li>
Verify applications and process files quickly through phone calls,</li><li>
correspondence and computer software. Submit to manager for approval prior to move-in</li><li>
Complete verification process in a timely manner. Notify applicant verbally and in writing within 24 hours if application is denied.</li><li>

Maintain a minimum of 20% conversion ratio of total traffic.</li><li>

Notify resident in writing and by phone of a returned check. If payment is not</li><li>
received within 24 hours, post demand on resident&rsquo;s door and file dispossessory with County Clerk or eviction service. Keep managers informed on status of dispossessory.</li><li>
Monitor cash receipts book.</li><li>
Collect money from laundry room following coin collection procedures, be sure two associates collect and count cash. Deposit money the same day it is collected.</li><li>
Open mail and date stamp invoices daily.</li><li>
Match invoices with delivery ticket and put in payables&rsquo; file and enter all invoices into database.</li><li>
Submit Invoice List and invoices to manager for approval.</li><li>
Bill residents for any miscellaneous charges such as utility charges. Follow-up on collection.</li><li>
Verify vendor statements and billing discrepancies.</li><li>
Visually inspect apartments for move-ins, move-outs, special resident requests, and turnkey inspections and follow through with any concerns.</li><li>
File all maintenance requests in apartment files.</li><li>
Consistently follow key control system, including, but not limited to, nightly back up of the system.</li><li>
Schedule and inspect apartments for turnkey service.</li><li>
Receive and acknowledge resident notices and prepare files. Collect any early termination fees.</li><li>
Write up all maintenance requests upon receipt.</li><li>
Participate in grounds walk once per quarter.</li><li>
Review monthly general inspection report with manager and participate in improvement efforts.</li><li>
Stays current on relevant market issues and competitive information.</li><li>

Customer Service Responsibilities:<ul><li>
A complete clean and neat uniform must be worn when working on any PAA Property including weekends, if applicable. Personal appearance must be always clean and neat, according to PAA policy.</li><li>
