ABOUT THE BWELL PROGRAMS WITH CURRENT VACANCIES:</b></p><p><b>
Community Assistance, Recovery, and Empowerment (CARE) Court:</b><b><i> </i></b>The CARE Court Program provides outreach, engagement, and case management services to individuals with untreated mental health and substance use disorders who are referred through court-submitted petitions under the CARE Court Act. Services are delivered primarily in community-based settings, meeting individuals where they are and assisting them with linkage to treatment and supportive services.</p><p>
CARE Court connects participants to a court-ordered Care Plan for up to 24 months, which may include clinically prescribed interventions, medication support, housing planning, and coordinated community services. Case Workers collaborate closely with multidisciplinary teams and the Assisted Outpatient Treatment (AOT) Program, with weekly case review meetings to ensure continuity of care.</p><p><b>
Children&rsquo;s Wellness, Recovery, And Resiliency (WR&amp;W): </b>Case Workers in the Children&rsquo;s WR&amp;R Program work as part of multidisciplinary treatment teams at the Santa Maria, Lompoc, and Santa Barbara Children&rsquo;s Outpatient Clinics. The program serves children, adolescents, and Transitional Age Youth by providing individual, family, and group rehabilitation and skill-building services.</p><p>
The program emphasizes trauma-informed care, family systems, screening, evaluation, treatment planning, and crisis intervention. Staff frequently collaborate with Child Welfare Services, schools, Juvenile Probation, foster care systems, and special education programs, including support for youth with Individualized Education Programs (IEPs).</p><b>
Adults Wellness, Recovery, and Resiliency (WR&amp;R):</b><div><br>
Adult WR&amp;R staff work as part of multidisciplinary treatment teams at Adult Outpatient Clinics, providing services to adults 18+. Services include individual, family, and group rehabilitation and skill-building interventions, with an emphasis on trauma-informed care, co-occurring/harm reduction, justice involved; housing and employment support. Assessment and screening along with treatment planning, crisis intervention, and collaboration with community partners.</div><br>
<b>Homeless Services Program:</b> The Santa Barbara Homeless Services Program supports individuals who are unhoused, transitioning to housing, or recently housed and who meet Behavioral Wellness criteria for moderate to severe mental illness.<p>
This field-based program focuses on short-term stabilization through mental health treatment, targeted outreach, housing support, and linkage to long-term services and community resources. Case Workers assist participants with housing placement, benefits establishment, substance use treatment, independent living skills, and coordination with shelters, landlords, housing authorities, and Continuum of Care/Homeless Management Information Systems (CoC/HMIS).</p><p>
Services are provided in dynamic environments, community settings, shelters, and unsheltered locations. Case Workers are required to meet Behavioral Wellness direct client care service standards aligned with Department of Health Care Services (DHCS) requirements.</p><p><b>
Individual Placement and Support (IPS):</b> An IPS (Individual Placement and Support) Employment Specialist/Case Worker helps individuals with mental health conditions to secure competitive, integrated employment. They provide personalized job searching, community outreach, resume building, and long-term, on-the-job support based on client preferences, focusing on strengths, zero exclusion, and integrated, community-based services.</p><p>
An IPS Case Worker conducts job development by building relationships with local employers to identify opportunities that match client interests. This role individualizes support through creating customized employment plans, assists with applications, resumes, and interview prep. Through &ldquo;zero exclusion&rdquo; the program accepts all clients who want to work. Regardless of job readiness, diagnoses, symptoms, or work history. The IPS Case Worker works closely with mental health treatment teams in an integrated team approach, spending the majority of their time in the community.</p></div><br>

Participates in interdisciplinary team reviews for collaborative assessment and treatment planning to ensure quality care; conducts social, recreational, or occupational skill development in accordance with the treatment plan; observes and reports to licensed staff observations of client's behaviors; confers with licensed staff regarding needed services and referrals to other community agencies.</li><li>
Serves as a point of contact to community agencies or contract service providers when programmatic issues arise.</li><li>

Why does the job exist?

Child Protective Services Case Workers make decisions regarding the safety of a child or vulnerable adult, whether to forward referrals to local field offices for investigation or refer a family who has been in an abuse/neglect situation to supportive services. The Case Worker initiates CPS investigations and conducts case management of Child Protective Services investigations cases (family services and legal) consistent with policy and procedures so as to permit the attainment of federal standards and performance-based budget measures - assigned investigations per month or a combination of investigations and permanency cases which are of equal weight. The Case Worker assesses the safety of children alleged to be maltreated and ensures that the appropriate safety decision is made, and that services are provided to parents and children to mitigate identified safety threats. On a rotating basis, provides after-hours response to CPS emergencies. CPS Case Workers coordinate assessments and permanency plans for children in the custody of the Children, Youth and Families Department (CYFD) to promote child safety, permanency, and well-being. The Case Worker completes licensing requirements on a timely basis and in accordance with CYFD guidelines to have an effective community relationship with clients and vendors. Make decisions regarding granting licensure to foster families, approving adoptive families, matching available children with approved families, and placing children accordingly.

<b>The following describes what the duties for each service area:</b>

<b>Investigations:</b><b>Responsibilities are as follows but not limited to:</b><br>
Initiate CPS investigations in accordance to assigned priority, assessing the safety of and risk to children of the family who are the subject of a CPS referral; on a rotating basis, provide after-hours response to CPS emergencies. Conduct investigations by completing the safety assessment tool, conducting interviews of involved parties, notifying family of investigation decision, disposition and rights to an administrative review. Provide quality practice in the completion of CPS investigations and continuous protective services in accordance with the Protective Services Division policies and procedures.

<b>Permanency:</b><b>Responsibilities are as follows but not limited to:</b><br>
Provide permanency planning services for children served by the agency to promote the safety and permanency of children by conducting ongoing assessments to determine child safety, permanency, and well-being. On a rotating basis, provide after-hours response to emergencies. For assigned cases, conduct ongoing case activities to collect information necessary to create appropriate plans to provide safety, timely permanency and enhanced well-being for children. Provide case management services for children served by the agency. Provide quality services to children served by the agency and assume limited administrative responsibility for unit and other duties as assigned to achieve agency mission by working with management to identify positive practice issues, areas needing improvement, and participating in local reviews.

<b>Licensing and Support:</b><b>Responsibilities are as follows but not limited to:</b><br>
The Licensing and Support worker assesses, and licenses foster homes in a manner that is consistent with Protective Services Division policies and procedures. They conduct ongoing case activities for maintenance and retention of licensed families that promotes family focused and child centered practice. They provide pre and post placement services to pre-adoptive families in accordance with Protective Services Division practice model.

All case workers will complete FACTS documentation on providers as per policy and procedure.
<br>Minimum Qualification
<br><br>
Bachelor's degree in social work, education, counseling, psychology, sociology, criminal justice or family studies from an accredited college/university and two (2) years of any combination of experience including working with communities on health or social service related matters, social work/case management experience, behavioral health, and/or health care. Any combination of education from an accredited college or university in a related field and/or direct experience in this occupation totaling six (6) years may substitute for the required education and experience.
<br>Employment Requirements

Must possess and maintain a valid Driver's License. Pre-employment background investigation is required and is conditional pending results.
<br>Working Conditions
<br><br>
<b>Work is performed in an office setting:</b> late hours, weekends, on-call and callback work may be required. Will be exposed to regular periods of video display terminal and keyboard usage and stressful situations. Travel may be required. Possible exposure to irate clientele. Incumbent will work under stress and frequent time constraints. Incumbent will be required to furnish a personal vehicle for carrying out assignments which may include transporting clients including children. Must have own mode of transportation.
