Under general supervision of the Deputy Director of Structural Engineering, the Structural Inspector will be reviewing plans and contract documents for structural design for various HPD-assisted projects, including moderate or substantial rehabilitation of multi-family buildings. DEP is the largest combined municipal water and wastewater utility in the country, with nearly 6,000 employees. DEP's water supply system is comprised of 19 reservoirs and 3 controlled lakes throughout the system&rsquo;s 2,000 square mile watershed that extends 125 miles north and west of the City.<br>

The Bureau of Engineering Design &amp; Construction (BEDC) currently has a portfolio of capital projects valued at $35B, and another $13.6B projected over the next 10-year commitment plan. The projects BEDC implements allows DEP as a whole to continue to operate and maintain an exemplary water supply system.<br>

Our Water System Capital Program (WSCP) oversees planning, design, construction management, and construction to support the upgrading and state of good repair of the Bureau of Water Supply&rsquo;s critical infrastructure. BEDC delivers a substantial multibillion dollar capital program as required to provide for new infrastructure as well as the reconstruction of existing assets to ensure the integrity, continuity, and high quality of the water supply. This work spans the DEP&rsquo;s vast network of wastewater treatment plants, dams, bridges, shafts, reservoirs, tunnels, pumping stations, ultraviolet disinfection system, filtration systems, and associated facilities throughout New York City and its watershed.

BEDC seeks to hire an Administrative Engineer M4 for the Water System Capital Program Directorate, located at Hillview Reservoir (Yonkers, NY). Under executive direction, reporting directly to the Director of the Water System Capital Program with broad scope for the exercise of independent initiative judgment, the selected candidate will perform the duties of a Portfolio Manager.

Programmed projects vary as they advance and are completed and new projects are initiated; projects included in this multibillion dollar program are the highest priority to support the reliability of the water supply system. The selected candidate will be responsible for the collaboration with the operating bureaus staff and leadership of WSCP, consultants and contractors to manage the planning, design, construction management, and construction. S/he will oversee large complex capital projects including but not limited to: Dam Rehabilitation, Tunnel Rehabilitation, Water Distribution Systems, Bridge and Roadway Reconstruction, Valve Chamber Reconstruction, Dredging, Environmental Remediation, Wetlands Construction and Building Construction and Renovation.<br>

The selected candidate will be responsible for the overall performance of a portfolio of capital projects within the Water System Capital Program. S/he will direct the activities of the Accountable Managers responsible for individual project delivery of capital projects for major and minor infrastructure projects through the entire project life-cycle from planning, design, procurement, and construction. The selected candidate will conduct routine project reviews with Accountable Managers to ensure projects are delivered in accordance with the Bureau Project Delivery System. S/he will determine manpower requirements to deliver capital projects within the assigned Program Portfolio. The Portfolio Manager will be responsible to ensure that project issues are resolved in a timely manner. S/he will represent the Bureau in meetings with client bureaus (BWS, BWSO), various city agencies (OMB, MOCS, Law, Parks, and Comptroller), elected officials, upstate communities, regulatory agencies, and the public. The selected candidate will also review and implement BEDC Environmental Health and Safety (EH&amp;S) standards and Standard Operating Procedures.<br>

New York City has approximately 140,000 catch basins, 114,000 hydrants, 90,000 valves, 14 gatehouses, 3 reservoirs, 68 groundwater wells, a 100 million gallon underground storage tank and 7,000 miles each of both sanitary sewers and water mains. The responsibility of maintaining these vast networks falls under the Department of Environmental Protection&rsquo;s Bureau of Water and Sewer Operations (BWSO).<br>

BWSO is seeking to hire one (1) Assistant Civil Engineer to join our Collection Systems Investigations (CSI) team to manage projects for the investigation, cleaning, inspection, design, and repair of the City&rsquo;s sewer system. The candidate will be responsible for the day-to-day management of multiple short- and long-term projects performed by both in-house personnel and private contractors. The candidate will ensure that all work is performed in a safe and expeditious manner. The candidate will track the budget to ensure adequate funding is available for the work and will make payments to contractors for work completed. The candidate will provide engineering analysis and opinions concerning the conditions of the sewers and proposals for improvements and repairs thereof.<br>

Under general supervision of the Unit Chief of the Contract Support Unit, with considerable latitude for independent decision-making, the Assistant Civil Engineer is to manage engineering and inspection projects to ensure that all work is prioritized properly and performed expeditiously; that funding is available to pay for the work performed by contractors and they are paid timely; that all work is performed in a safe manner and in accordance with specifications, rules and standards of the NYCDEP and other governmental agencies and authorities; that associated records are created and filed accurately and timely; and that contracts are closed out in a timely manner.<br>

Specific duties and responsibilities include but are not limited to:<br>

SUMMARY OF DUTIES:</b></p><p>
The Principal Project Manager - Design Manager will function as a design liaison and coordinator for Amtrak&rsquo;s Sawtooth Bridges Replacement program. This position requires the ability to work independently to collaborate with stakeholders and project partners, build consensus, identify, manage, and control change, as well as support the development and procurement of contract documents, fit-for-purpose construction documents, and audit work for quality assurance. The role requires continual monitoring and progressing of multiple aspects of on-going design efforts. The Sawtooth Bridges, originally built in 1907, have far exceeded their useful life. Located in Kearny, New Jersey between Newark Penn Station and Secaucus Junction, the bridges have become a chokepoint on the nationally significant NEC. The Sawtooth Bridges Replacement Project will achieve a state of good repair, enhance the reliability and resiliency of rail service, and allow for future capacity improvements along this critical corridor of the NEC. This project is an integral part of the overall Gateway Program.</p><p></p><p><b><br>
ESSENTIAL FUNCTIONS</b><b>:</b></p><ul><li>
Manage the design process, ensuring compliance with Amtrak standards, federal/state/regional regulations, and project objectives.

</li><li>Supervise a team of Analyst, assigned to compliance review and audits, provide direction, assign work, set priorities and monitor progress to ensure timely completion of the audit.
</li><li>Lead and oversee audits of various HR systems and process to ensure data accuracy.
</li><li>Coordinate and liaise with external and internal business partners, as well as staff, to troubleshoot compliance matters.
</li><li>Prepare and present regular reports to executive leadership regarding investigation trends, outcomes, area of risk and risk mitigation recommendation.
</li><li>Review and analyze DCAS policies for NYPD employees
</li><li>Use reporting tools to maintain, analyze, and generate various HR data reports.</li><li>Establish, maintain, track and monitor project plans and assignments to ensure that project timelines are followed.
