Metra is one of the largest and most complex commuter rail systems in North America, serving Cook, DuPage, Will, Lake, Kane, and McHenry Counties. The agency is linking communities in Northeastern Illinois by providing safe, reliable, and efficient commuter service.
Metra&rsquo;s Capital Delivery Department is divided into seven sections: Stations and Parking Design, Civil/Structural Design, Electrical/Mechanical Engineering, Construction, NEPA, Project Management, and Project Controls. The Station and Parking Design manages the design of Metra&rsquo;s station and parking capital projects. The Wayfinding and Signs team is a subgroup of Stations and Parking Design that manages wayfinding and sign projects related to Metra stations. The Civil/Structural Design manages the design of capital infrastructure projects including tracks, bridges, and yard facilities. Electrical/Mechanical manages traction power and mechanical capital projects. Construction manages the construction of capital projects. The NEPA team manages the environmental review and historic resources review processes for capital projects. The Project Management team leads various capital projects across the Capital Program. The Project Controls team continually improves the processes and systems that are used to manage capital projects.
Reporting to the Director of Project Controls, the Senior Cost Analyst develops, monitors, and analyzes cost management processes within the project management information system (PMIS); responsible for administering cost control, budgeting, and change management; mapping costs to specific funding sources; and entering budgets, estimates, and related adjustments to ensure accurate financial tracking and compliance.
The primary duties include: Support the administration and use of the cost management system within PMIS by performing data entry and system updates. Assist in mapping costs by project phase for specific funding sources, including grants, purchase orders, and purchase agreements. Assist in developing and maintaining project budget forecasts, cost estimates, cash flows, spend curves, funding requests, and expenditure tracking. Maintain financial models and tracking tools, including the master project package number (PPN) list, by requesting monthly updates from directors and ensuring accuracy; and monitor cost allocations across project elements throughout all phases of the project lifecycle. Coordinate and lead monthly cost meetings with internal Capital Delivery disciplines and the Grants Department. Promote safe work practices and maintain and foster a safe work environment. Perform other related duties as assigned to meet the ongoing needs of the organization.

Job Requirements
<ul><li>Bachelor's degree in Business, Finance, Accounting or a related field OR in lieu of specified degree, any combination of education and experience may be substituted for the specified degree that equals four (4) years in Finance or accounting.</li><li>
In addition to #1 must have a minimum of five (5) years of experience in Financial Controls, Finance, or Accounting.</li><li>
Considerable knowledge of cost management best practices and procedures.</li><li>
Considerable knowledge of cost baseline development and management.
</li><li>Working knowledge in Project Management Information Systems (PMIS).</li><li>
Good knowledge of the Construction or Engineering industry.</li><li>
Proficient in use of Microsoft 365 (Excel, Word, PowerPoint, Access, SharePoint), and data management systems.</li><li>
Proficient in use of cost applications (InEight, eBuilder, PMWeb, Oracle, PRISM, COBRA) and earned value management system (EVMS).</li><li>
Strong organizational, planning, analytical, and critical thinking skills.</li><li>
Excellent interpersonal skills necessary to interact with all levels of management, employees, external consultants, and organizations.</li><li>
Ability to take initiative, successfully handle and prioritize multiple competing assignments and effectively manage deadlines.</li><li>

The Naval Shipboard Portfolio has an immediate opening for a Financial Program Controls Analyst on the Naval Standard Missile Systems (NSMS) program within the newly created Growth organization. This role directly supports the new Munitions Acceleration contract and related efforts. This position provides a tremendous growth opportunity for an ambitious individual to partner with the program leadership team, which includes Program Managers, technical leads, and functional support. In addition, you will provide the opportunity to increase exposure to multiple facets of finance and the overall organization.
The position will support early contract planning activities including management of a large internal investment, technology refresh efforts, obsolescence mitigation strategy, long-lead material planning, and baseline development for the upcoming contract period. The Operations and Supply Chain (OSC) Finance Organization has an immediate need for a Specialist of Program Cost Controls (P2) supporting the Naval Standard Missile Systems (NSMS) portfolio in the Naval Power Strategic Business Unit (SBU) and will work closely with the Business Office and the Program Management Office across multiple contracts.
As a member of the OSC Finance team, the successful candidate will be responsible for overseeing operations and supply chain financials. Scope of work includes weekly and monthly variance reporting, Estimate at Complete (EAC) Development, and weekly analysis of cost runs with direct support to both Control Account Managers (CAMs) and the Program Manager.
This is an exciting opportunity to develop a strong fundamental understanding of the operations and supply chain environment, while also working closely with the Program Finance office to ensure financial targets are achieved. The ability to be self-sufficient as well as operating in a team environment, supporting both the functional organizations as well as ensuring program financial commitments are met will be a fundamental success in this role. Business management covers a wide set of requirements, and successful candidate will show flexibility in job abilities and strong communication skills.

What You Will Do<ul><li>
Support the creation of Estimates at Complete (EAC) on a quarterly basis including costs, risks and opportunities at the program/product line level</li><li>
Provide cost, schedule and funding planning, reporting, monitoring, and analysis support to OSC leaders and management using standard company tools and processes</li><li>
Prepare program financial forecasts, monitor actual costs, and explain variances to plans and forecasts</li><li>
Manage cost accumulation methods on a weekly, monthly, and quarterly basis</li><li>
Provide cost reduction project support and leadership based on manufacturing and functional expertise and experiences</li><li>
Support the preparation of cost estimates for new business proposals and assist Estimating and Program Analysts in developing rationale for basis of estimates</li><li>
Support factory and program activities in the business management role including being a key participant in all organizational decisions</li><li>
Assist in the development and streamlining of reports, EAC management, and special projects to drive internal efficiencies</li><li>
Create and maintain the control account structure within a manufacturing-based finance environment</li></ul>
Qualifications You Must Have
<ul><li>Typically requires: A University Degree or equivalent experience and minimum 2 years of prior relevant experience, or An Advanced Degree in a related field.</li><li>
Experience in an independent role tasked to develop, update, and status financial and performance metrics and analysis driven reports</li><li>
Experience in the use of Microsoft Operating Systems and all Microsoft 365 Office tools, with particular emphasis on Microsoft Excel</li><li>
Experience in production or similar schedule driven environment within a profit driven business based on practical experience. Ability to discuss Profit and Loss (P&amp;L) relationships from contracts to cost analysis</li><li>
An active and transferable U.S. government issued Secret security clearance is required prior to start date. U.S. citizenship is required, as only U.S. citizens are eligible for a security clearance.</li></ul>
