<br>This position supports the statewide ANS Program’s mission of preventing the introduction of aquatic nuisance species and containing current infestations through the implementation of roadside watercraft inspection and decontamination programs, law enforcement and investigations. It requires the knowledge, skills, and abilities to serve as subject matter expert in ANS law enforcement matters for CPW field staff. The position will manage watercraft inspection and decontamination (WID) stations, including hiring and supervision of temporary employees, and coordination with partner agencies as well as area and regional staff. Position will provide training to WID stations as part of the regulation required certification program for ANS and participate in procedure/curriculum development including participation in the WID Supervisors Team and State ANS Task Force. This position will regularly enforce ANS laws and regulations at watercraft inspection and decontamination stations and work with partner agencies to ensure high compliance rates at aquatic nuisance species check stations. This position provides law enforcement investigation planning, coordination, and evaluation services for the aquatic nuisance species program as needed. This position investigates violations related to aquatic nuisance species in an overt capacity. This position writes and reviews search and arrest warrant affidavits and warrants, deploys needed resources statewide that will provide for the safety of all involved. This position also writes and reviews court order affidavits and court orders. This position also works with and maintains direct contact with all of the District Attorney Offices and acts as an advisory witness and wildlife law enforcement expert on ANS related criminal cases. This position assists in training CPW officers on ANS detection, enforcement and investigative techniques.Law Enforcement / Emergency ServicesThis POST-certified officer participates in the work unit’s law enforcement program. Provides professional level law enforcement of Colorado’s Revised Statutes (C.R.S.), including parks and wildlife, criminal, traffic, children’s, and liquor codes across the state of Colorado. Responsible for training temporary officers (limited and fully commissioned) and ensuring the quality of their law enforcement. Enforces ANS laws and regulations as they pertain to ANS check stations including the routine pursuit of vehicles bypassing mandatory inspection station stops. Issues warnings, tickets, arrests, and investigates OHV, snowmobile, and/or minor motor vehicle accidents. Supervises others as needed performing the same duties. Generates law enforcement cases, docketing cases in the appropriate courts, making required court appearances, completing incident offenses and other law enforcement reports, and maintaining training standards commensurate with the position. Assists with the development of law enforcement operating procedures as they pertain to ANS enforcement. This position must train and certify in all required disciplines by Colorado POST and CPW policy, including but not limited to; firearms training and qualifications, defensive tactics and arrest/control, driving, anti-bias and other annually mandated training. Conducts interviews of suspects and/or coordinates interviews in cooperation with field staff. Arrests and restrains suspected violators. Issues citations in the form of penalty assessments, summons or indictments as needed. Writes and reviews search and arrest warrant affidavits and warrants, deploys needed resources that attempt to take in all contingencies and will provide for the safety of all officers, subjects and the general public that might be involved. Provides direction to personnel in their assignments before, during and after the warrant service. Coordinates and/or conducts the collection of evidence in criminal investigations, ensuring compliance with applicable rules of criminal procedure and case law. Analyzes criminal histories. Analyzes complex data before, during and after an investigation and makes decisions on the direction and scope of an investigation. Compiles, organizes and summarizes evidence, reports and documentation in the form of case files and discovery as required by law and provides that information to district attorneys for prosecution. Assists prosecutors with their case preparation, response to defense motions, trial preparation, witness coordination, and presentation. Acts as a prosecution expert witness during complex wildlife and park trials. Testifies during trials as a witness and as an expert witness as needed. In addition, this position may aid other law enforcement units across the state on an as-needed basis to help fill personnel shortages, provide specialized knowledge and for training purposes. The employee may assist with the Boating Safety Unit, Law Enforcement Unit, K9 Unit, or other regionally based work units (state parks or wildlife areas) as needed. Examples of these duties may include providing additional resources for large scale search warrants, surveillance operations, providing cover for covert operations or assisting at parks when there are personnel shortages.Public and Partner Contact and RelationsEncounters daily contact with the public and partner agencies during law enforcement and informational contacts with potential for positive or negative public and partner relations implications. The successful candidate will be an energetic, flexible project/task lead completing natural resources field surveys and environmental documentation throughout Washington, Oregon, Idaho, and beyond. Responsibilities:

This person will work with field technicians and junior staff to conduct natural resources field surveys, wetland and waterbody delineations, habitat and noxious weed mapping, and ecological restoration/mitigation projects. The successful candidate will complete data analyses and author technical environmental documentation. This position will also engage with regulatory permitting and consultations.</p><ul><li>
Serve as the technical resource with up-to-date expertise/guidance regarding federal, state (Washington, Oregon), and local regulatory requirements for biological and natural resource protocols, regulations, permitting processes, and common pitfalls.</li><li>
Work on multiple assignments simultaneously and communicate effectively to deconflict competing priorities and schedule deadlines. Direct team members to do the same.</li><li>
With minimal supervision, plan and lead natural resources field surveys, mapping, and impacts assessment evaluations that conform with federal, state, and local manuals and regulatory requirements.</li><li>
Mentor and train junior staff on plant identification, soil characterization, species protocol surveys, and aquatic resources assessments as applicable.</li><li>
Research local ordinances and state regulations to understand site specific regulatory constraints, allowable uses, and critical areas code requirements.</li><li>
Lead wetland delineations and functional assessments based on the USACE 1987 Wetland Delineation Manual, applicable USACE regional supplements, and applicable functional assessment protocols.</li><li>
Conduct fish, wildlife, and plant species assessments in accordance with the requirements of U.S. Endangered Species Act Section 7/10, ODFW, WDFW, and WA DNR.</li><li>
Conduct wetland and stream function and value assessments conforming with ODSL and Washington Dept of Ecology standards.</li><li>
Conduct or support other biological surveys including vegetation and habitat assessments, and special status fish, wildlife, and plant species.</li><li>
Coordinate closely with TRC geographic information system (GIS) staff to prepare required mapping deliverables.</li><li>
Author technical reports documenting field findings, impacts assessments, and mitigation requirements.</li><li>
Prepare Joint Permit Applications (Oregon) and JARPA (Washington) for state and local wetland and waterbody impacts permitting.</li><li>
Identify, design, and implement habitat restoration/mitigation measures to compensate for project environmental impacts.</li><li>
Lead or participate in client, agency consultation, and internal team meetings.</li><li>
Interface directly with clients, internal team members including subconsultants, regulatory agency staff, and tribal representatives.</li><li>
Manage project delivery to meet client expectations as well as TRC quality, safety, and financial goals.</li><li>

Qualifications:

10-15+ years of professional experience completing natural resources surveys, waterbody and wetland delineations, stream assessments, and other biological field surveys throughout Oregon and Washington.</li><li>
Have your Professional Wetland Scientist certification.</li><li>
Experience as project/task manager, leading all aspects of projects/tasks from notice to proceed through completion, including team and financial management.</li><li>
Excellent analytical reasoning skills and technical writing to identify project constraints, proposed solutions and deconflict project siting.</li><li>
Strong working knowledge to identify Pacific Northwest plant species sufficient to complete wetland delineations, vegetation and noxious weeds surveys, and habitat assessments throughout Oregon and Washington.</li><li>
Demonstrated experience performing routine and atypical wetland delineations using the USACE Manual and Regional Supplement(s) to identify, map, and characterize wetlands.</li><li>
Demonstrable experience preparing Joint Permit Applications meeting Oregon DSL removal-fill law and USACE Section 404 Clean Water Act requirements.</li><li>
Experience with Oregon SFAM and ORWAP assessments.</li><li>
Trained in Washington state wetland rating systems.</li><li>
Clear and concise technical writing and communication skills are mandatory.</li><li>
Able to maintain and grow relationships with clients and regulators.</li><li>
Experience with federal and state wetland and environmental permitting (401 Water Quality Certification, Section 10 of the Rivers and Harbors Act and Section 404 of the Clean Water Act, etc.). Candidates should have familiarity with key environmental federal and state statutes and regulations including the U.S. Endangered Species Act, Migratory Bird Treaty Act, National Environmental Policy Act (NEPA), and Clean Water Act.</li><li>

The mission of the Wildlife Management Division is to conserve wildlife species and habitats and to develop, implement, and facilitate sound wildlife management policies and programs to ensure the wise use of wildlife resources by North Carolina citizens. This position is critical to accomplishing the Commission&rsquo;s goals of conserving fish and wildlife habitats and protecting, managing and enhancing wildlife populations statewide. This position administers the daily affairs of Wildlife Management Division Operations Program, including the direction of 31 professional biologists, and is responsible for the supervision of all program activities.

The primary purpose of this position is the long and short-range planning, coordination, administration and supervision of the Wildlife Division&rsquo;s Operations program as they pertain to statewide, regional, and national efforts. The Salmon Recovery Funding Board (SRFB) is embedded within RCO and since 1999 has awarded salmon-related grants across seven salmon recovery regions and 25 lead entities using a bottom-up prioritization and funding approach termed the &ldquo;Washington Way.&rdquo; The Salmon Section staff support SRFB grants in salmon recovery, riparian, and Puget Sound focused programs.</div><div></div><div><br>
The Salmon Section staff at RCO also support other salmon and habitat focused grant programs (called &ldquo;office programs&rdquo;) partnering with state agencies, and nonprofit organizations. Grant Management</b></div><ul><li>
Manage restoration, fish passage, acquisition, and planning grants, as well as interagency agreements and contracts.</li><li>
Assist public agencies, nonprofit organizations, Native American tribes, and individuals in the development, preparation, and implementation of salmon recovery grants.</li><li>
Assist project applicants with preparing grant applications. Review grant applications to determine eligibility and completeness. Support applicants through applicable project review meetings and technical completion deadlines.</li><li>
Participate in project review and evaluation meetings.</li><li>
Use RCO&rsquo;s PRISM grant management database to manage grant applications and funded projects.</li><li>
Develop and monitor project agreements for funded proposals, to help ensure sponsors meet established milestones for project completion.</li><li>
Develop recommendations for amendment requests and prepare necessary documents for approved amendments.</li><li>
Review engineered plans and specifications for compliance with the approved project scope.</li><li>
Review acquisition documents for compliance with the approved project scope and RCO&rsquo;s acquisition procedures.</li><li>
Review reimbursement requests to assure charges are valid and conform to program, policy, and procedural regulations.</li><li>
Conduct pre-award, interim, final, and post-completion inspections to determine adherence to and compliance with program policies and the terms of the project agreement. Consult with project sponsors and others to monitor compliance with program policies and various local, state, and federal laws.</li><li>
Assist project sponsors in resolving non-compliance issues as specified by state or federal law, Washington Administrative Code, and program polices.</li></ul><div></div><div><b><br>
Communication</b></div><ul><li>
Prepare correspondence to grant applicants and recipients, interest groups, executive management, and members of the public.</li><li>
Explain complex grant program policies and processes to a variety of individuals.</li><li>
Prepare briefing materials and present projects, issues, and recommendations to agency executives, committees, partner groups, and the Salmon Recovery Funding Board.</li><li>
Serve as a facilitator and/ moderator for general meetings and project review/evaluation meetings, when requested.</li><li>
Prepare for and conduct workshops as requested.</li><li>
Respond to requests for general information from the public, government agencies, and organizations.</li><li>
Have knowledge of grant programs and serve as a resource for others requesting information about programs and program policies.</li></ul><div></div><div><b><br>
Program Engagement</b></div><ul><li>
Act as RCO&rsquo;s point of contact for assigned grant program(s). This includes acting as the subject matter expert for the program, working with external program partners and RCO&rsquo;s internal teams.</li><li>
Work in a team environment and share information and knowledge to create consistency in project and program management.</li><li>
Assist with the development, revision, and implementation of grant program policies and procedures and manuals. Conduct research and analyze agency policies, state and federal laws, and rules and regulations that govern RCO administered grant programs.</li><li>
Assist with development, testing, and implementation of changes to the PRISM database.</li><li>
Participate in agency-wide committees and teams.
</li></ul></div><p></p><div><h2 class="jobSectionHeader"><b>Qualifications</b></h2></div><br>

<div><b>REQUIRED:</b></div><ul><li>
Valid driver&rsquo;s license free from serious traffic violations.</li></ul><div><b>
AND</b></div><ul><li>
A Bachelor&rsquo;s degree in public administration, parks and recreation management, landscape architecture, fish or wildlife management, watershed planning, geography, land use planning, biology, forestry, natural resource management, environmental studies or a related field.</li></ul><div><b>
AND</b></div><ul><li>
Three years experience in property acquisitions, fish and wildlife habitat, conservation lands and resources or managing grants for the preservation or restoration of natural resources, salmon habitat, or related.</li></ul><div></div><div><br>
**A Masters Degree in one of the above fields will substitute for one year experience.<br>
 **Experience may substitute for education.</div><div></div><div><b><br>
PREFERRED:</b></div><ul><li>
Have professional experience managing recreation sites, salmon recovery or conservation projects.</li><li>
Demonstrated ability of managing grant contracts.</li><li><i>
Knowledge of</i><i>:</i> Theory, principles, and practices of salmon recovery planning, restoration, and utilization of riparian areas for salmon habitat for protection or restoration (land acquisition; land values; land use; real estate issues); general construction practices related to salmon recovery projects; and projects that assess, design, or explore feasibility.</li><li><i>
Ability to</i>: review construction plans, and document completed restoration work, evaluate and monitor salmon habitat project implementation, establish and maintain effective cooperative relationships with federal, state, and local government officials; arrive at sound recommendations for or against immediate financing of potential restoration or acquisition projects; write and speak effectively; travel frequently for short periods of time.</li><li><b>
Compliance </b>&ndash; Collects information, organizes timelines, and documents subsequent assessment and resolution of project/compliance issues. Notify sponsors of established policies and initiate enforcement actions in a fair, objective, reasonable and respectful manner. Monitor and evaluate public/ political concerns that affect resolution of compliance and other issues. Effectively persuade sponsors to voluntarily accept recommendations or advice for the purpose of bringing them into compliance with the terms of their agreement.</li><li><b>
Inspections</b> &ndash; Critically observe and inspect structures and environmental conditions to determine compliance with the terms of the project agreement. Identify elements or factors that might contribute to noncompliance or indicate underlying or future problems.</li><li><b>
Presentation &ndash;</b> Prepare high quality materials and explain or present /information in a clear, concise, logical manner that achieves understanding of the intended message. Choose language that will persuade or influence the listener if that is the purpose of the presentation Understand the impact of body language and vocal tone, which can be used to persuade your audience one way or another.</li></ul></div><p></p>
