 As a member of the Central Investigation Team (CIT), the Central Investigator is responsible for the direction and support of Organized Retail Fraud (ORC) investigations theft and fraud investigations within a specified area of the company. The CIT will work with various business partners (IT, Internal Audit, RDO's, DOM's, Store Ops, APM's and APS') and leverage all available investigative tools to eliminate and reduce company exposure to associate and external theft. Key responsibilities include: analyzing information, determination of exception data to drive investigation, communication and coordination of information to field teams and other partners and management of the investigative process. Coordination with law enforcement to ensure effective prosecution and restitution recovery The Central Investigator will collaborate, coordination with IT to develop new exception data, management of remote CCTV viewing to support investigative efforts, and case trend analysis to drive performance and to make recommendations to mitigate theft exposure. The CIT must be able to manage multiple tasks and to gain buy in and support of multiple partners to ensure a successful investigation process within their area of responsibility. The CIT must be effective at training and coaching, as they will support the field in understanding development of the investigative skill sets theft exposures within their area of responsibility. The CIT must have strong analytical and problem solving skills, as they will make recommendations to business partners for the elimination of procedural/policy issues that increase theft exposure. The CIT will report directly to the Manager of Central Investigations and will work in a collaborative team environment with the entire CIT Team.

   30% Leveraging store systems and data query models to isolate theft and fraud indicators. Utilize information from systems reports and databases to identify and communicate criminal activity impacting company assets. Utilizes multiple data sources, E-Platforms and Social Media to help identify theft trends.
  </li>

   25% Execution of CCTV Alerts and SSC generated alerts to identify, internal and external theft through mitigating opportunities. Develop and maintain strong working relationships with HR to resolve associate issues related to theft and fraud. Develop partnership with APMs' and APS' to drive theft and fraud elimination.
  </li>
  <li>
   25% Packaging and Building cases. Updates case management and initiates quality case leads for investigation, providing actionable data and investigative support. Coordinates documentation and video. Provides weekly updates to manager on case load and case management efforts.

   20% Communicating cases and handing off investigations. Gathers intelligence and collaborates with Law Enforcement on Serious Incidents (SIRs). Maintains relationships with financial institutions and industry partners.

II. DEFINITION: Under general supervision, conducts moderately complex investigations of alleged violations of the laws, rules and regulations pertaining to advanced practice, professional and vocational nursing.</p><p><br>

IV. RESPONSIBILITIES:<br>
Directly responsible to the Supervising Investigator. The Investigator II accomplishes the functions outlined in Section V in accordance with established policies and procedures.</p><p><br>
V. FUNCTIONS/DUTIES:<br>
A. Conducts investigation of licensees&rsquo; alleged violations of the rules and regulations pertaining to advanced practice, professional and vocational nursing:<br>
1. Analyzes assigned complaints to develop and implement investigative plan within accepted time frames.<br>
2. Prepares notices of alleged violations to nurses under investigation.<br>
3. Prepares subpoenas and obtains allegation specific relevant records.<br>
4. Identifies witnesses and obtains statements through affidavits/interviews.<br>
5. Conducts on-site investigations, as necessary, to interview witnesses and identify additional documentary evidence.<br>
6. Documents investigative activities, including all contacts with outside parties and in-coming correspondence, in N2 licensure system.<br>
7. Scans incoming correspondence, including responses, records, and statements.<br>
8. Develops and maintains a recordkeeping system to ensure the integrity of incoming documents.<br>
9. Confirms attorney representation and processes requests for records.<br>
10. Redacts records when appropriate.<br>
11. Prepares investigative case reports which include alleged violations, relevant evidence, and responses/explanations.<br>
12. Recommends appropriate case disposition to the Supervising Investigator/Director of Enforcement which is consistent with adopted Board guidelines and disciplinary matrix. B. Facilitates timely case resolution according to established guidelines.<br>
1. Ensures that Agreed Orders and Formal Charges are accurately drafted, routed, and mailed in a timely manner according to established processes.<br>
2. Ensures that documentary evidence and witness testimony are prepared for presentation at informal settlement conferences and formal disciplinary hearings, as applicable.<br>
3. Testifies at formal disciplinary hearings and participates in depositions, as applicable.<br>
C. Assists in the education of the public, employers, and nurses.<br>
1. Adheres to agency Customer Service Standards when responding to inquiries regarding the NPA and Board Rules, policies, and procedures.<br>
2. Maintains courteous, effective communication with co-workers and supervisors to promote teamwork in accomplishing departmental and agency functions.<br>

Utilize investigative tools and techniques to gather evidence through interviews, document reviews, and transaction analysis. Refer complex cases to the Fraud Investigator Team Lead, Fraud Manager, BSA/AML team, or law enforcement as appropriate.</li><li>
Prepare detailed reports documenting findings that may be used for internal decisions or criminal prosecution. May require courtroom testimony. Document and evaluate investigative outcomes to support fraud trending, reporting, and continuous improvement of fraud prevention/investigation strategies.</li><li>
Perform fraud mitigation activities such as system monitoring, fraud recovery outreach, and applying precautionary measures (e.g., pay/no pay decisions, account holds/blocks) to protect the bank and its customers. Assist in evaluating risk factors during account opening or review processes, including recommending denial or closure of accounts based on suspicious activity.</li><li>
Utilize fraud detection program to review suspect items as needed. Communicate with internal and external stakeholders, including customers, financial institutions, and law enforcement, to verify transaction authenticity and educate on fraud risks and online banking safety.</li><li>
Maintain favorable customer relations by communicating and interacting over the phone, in writing, or in person. Collaborate regularly with bank divisions, law enforcement, and judicial agencies to support investigations and ensure timely resolution of fraud incidents. Customer relations may include both customers and non customers. Educate customers about fraud issues including online banking safety and take appropriate action to protect customers&rsquo; accounts.</li><li>
