The ITA Department provides forensic behavioral health evaluation and services to patients at the Center for Behavioral Health and Learning and at the UW Medical Center - Northwest and Montlake campuses who are going through the involuntary treatment act (ITA)/civil commitment process for involuntary behavioral health treatment. This includes patients admitted to the Emergency Department (ED) and medical units on the UW Medical Center - Northwest and Montlake campuses.

</b><br>
The new Center for Behavioral Health and Learning at UW Medical Center &ndash; Northwest campus opened in 2024. It offers an unparalleled opportunity to transform mental health care and to improve mental health care training in our state. Located in North Seattle, the new facility features 75 long-term civil commitment adult psychiatry beds, 25 geriatric psychiatry beds, 50 medical/surgical beds focused on patients with psychiatric comorbidities, and a state-of-the-art neuromodulation program. It also houses an interdisciplinary training and workforce development program focused on preparing and supporting the next generation of behavioral health providers for Washington State. The six-story building is a beautiful place to work with lots of windows, natural lighting and open-concept spaces and offers amenities including a new kitchen and dining area for patients, staff and visitors.<br>

<b>PRIMARY JOB RESPONSIBILITIES
</b></p><ul><li>Evaluate patients who are detained for involuntary behavioral health treatment at UW Medical Center and are scheduled for King County ITA Court
</li><li>Complete clinical and legal petitions/documentation in the required timelines
</li><li>Represent UW Medical Center at King County ITA Court, including testifying as an expert witness in ITA court hearings and also serving as proxy witness
</li><li>Act as a resource for questions regarding the ITA process and involuntary behavioral health treatment
</li><li>Coordinate with the assigned prosecuting attorney and other involved court parties to support the patient&rsquo;s treatment plan and to support successful testimony in ITA court

Who We Are</b></div><div>
Formed in 1969 as The Defender Association to provide high-quality legal defense for civil rights activists in Seattle, in 2013 we began to concentrate exclusively on alternative public safety models, when King County created an in-house public defense program. PDA remained independent to carry on the work of our Racial Disparity Project, which had helped to design LEAD, the nation&rsquo;s first pre-booking diversion model for drug-related offenses. In 2021, we adopted a Co-Executive Director structure, recognizing the value of power-sharing, multiple voices, and perspectives at the leadership level. Our multicultural team of lawyers, organizers, project managers, social workers, direct service providers, and administrative staff blends professional and technical skills with lived experience of the systems we&rsquo;re working to change.</div><div><b><br>
CoLEAD Background</b></div><div>
CoLEAD developed from the LEAD framework to provide intensive case management in non-congregate shelter facilities for people who are at high risk of exposure to the criminal legal system; all participants experience substance use disorder and high barriers to housing and establishing a lawful income source. CoLEAD connects hundreds of participants to primary care, prevents overdoses (no participant has died of an overdose since we launched in Spring 2020), establishes permanent housing plans, and provides legal system coordination under the LEAD model.</div><div><b><br>
Position Description:</b></div><div>
The Senior Participant Support Specialist is a member of a care team responsible for providing outreach in our temporary lodging sites, engagement, and intensive case management services to adults. Senior Participant Support Specialists have considerable experience and will serve as mentors to Participant Support Specialists. Senior Participant Support Specialists will have low caseloads and will provide companion-based services to ensure people are identified and assessed, supported in navigating the current Covid-19 landscape, including accessing and connecting to all necessary social services (behavioral health treatment, primary care healthcare, basic needs, entitlements, employment opportunities, and any services or appointments that are indicated) in an expedited and efficient manner, ideally before the participant has been in CoLEAD for six months as the program is a 6-12 month benefit period. Some staff members in this classification may make up a dedicated field team, and others may be assigned to work with the field team on an as-needed basis.</div><p><br>
Senior Participant Support Specialists are involved in all aspects of participant placement/receiving at lodging sites, participant location in the field, intensive and progressive engagement, intensive case management services, overdose prevention and harm reduction-based engagement, creation and implementation of a permanent housing plan for each participant, referral to legal support as needed, reduction of barriers of all sorts, as well as coordination with other providers to assure successful transition of clients to on-going care after CoLEAD tenure. This position also supports on a day-to-day basis participants living in CoLEAD lodging sites, and is responsible to ensure participants are following all CoLEAD Lodging Agreement rules and CoLEAD program rules per policy. This includes supporting participants with room cleaning, room inspections and overall activities of daily living, reduction of illicit activity that has a community impact, following CoLEAD Temporary Lodging Agreement rules and supporting behavior conducive to living in this communal (though non-congregate) temporary hotel lodging setting. This includes some group programming to support participant community building within the program and promote positive social and community engagement. Senior Participant Support Specialists may be reassigned to staff our AfterCare program.</p><b>
Essential Job Functions:</b><ul><li><div>
Provide on-site residential support to support participant independent living skills development from a trauma-responsive approach. This includes individualized intensive living skills building with participants with complex needs.</div></li><li><div>
Serve as a team shift lead supporting in mentorship for Participant Support Specialist (PSS) by supporting day to day coordination at temporary lodging sites including daily shift planning for participants care with staff, participant move-ins/move outs, court hearings, jail releases and reporting.</div></li><li><div>
While this position does not have supervisory responsibilities, this position will provide mentorship to Participant Support Specialists.</div></li><li><div>
Support overall hotel-based lodging daily operations, including coordination with facility operations teams and reporting building/maintenance issues to ensure that the facility remains in good condition, in to ensure that the facility remains in good condition, clean, pleasant, warm, affirming, attractive, and calm.</div></li><li><div>

Provide case consultation to social work staff on difficult cases and assess risk to clients and staff.<br>

Deliver customer service to and respond to complex complaints and inquiries from both internal and external customers. Resolve complex issues that involve multiple agencies or departments. Work with local, state and national agencies and departments.<br>
<br>
Provide technical guidance and direction to staff. Advise program staff of new procedures, court decisions and statutes in a specialized area of law.<br>
<br>
Establish working relationships with community and governmental agencies, and the general public. Identify and use community resources to support program operations.<br>
<br>
Represent the program in meetings and work groups, and is responsible for developing recommendations to internal and external Superior Court work groups that further the goals of the program.<br>
<br>
Assist with planning and implementation of training for incoming judicial officers in family law, Becca, and dependency.<br>
<br>
Supervise and provide oversight for parent seminar. Evaluate processes and ensure updates as necessary.<br>

Create and manage watch alerts and monitor in-custody status for program clients utilizing Jail Booking and Reporting System (JBRS).</li><li>
Manage input and exit of program clients into case management system.</li><li>
Analyze police reports and verify information.</li><li>
Review dockets of pending cases in various jurisdictions.</li><li>
Perform victim and witness contact and take notes accordingly.</li><li>
Explain and discuss LEAD, CoLEAD, and Familiar Faces Vital programs with witnesses and victims.</li><li>
Document and archive information received from victims and witnesses.</li><li>
Request and track evidence from the Seattle Police Department, government agencies, and victims and witnesses.</li><li>
Analyze complex datasets using tools (such as Excel) and make appropriate recommendations for presentation.</li><li>
Gather data from program client files, police reports, agencies, and courts.</li><li>
Interpret and compile program data.</li><li>
Utilize various databases such as NCIC, MCIS, FORS, JABS, DOL, and other court databases.</li><li>
Make public records act requests.</li><li>
Redact Seattle Police Incident Reports per GR 15.</li><li>
Generate and File documents in the Seattle Municipal Court portal.</li><li>
Assist and participate in program meetings (including note-taking), policy/protocol decisions, and community engagement events, when necessary.</li><li>
Collaborate with stakeholders, to include King County Prosecutor&rsquo;s Office, REACH, Seattle Mayor&rsquo;s Office, Public Defender Association/PDA, and act as program liaison both internally and externally, when necessary.</li><li>

A bachelor&rsquo;s degree and two years of experience performing paralegal duties, or a certification from a nationally accredited paralegal training institution and three years related experience, or a combination of education and/or training and/or experience which provides an equivalent background required to perform the work of the class.</li></ul><p><br>
