Under the direct supervision of Labor Relations Manager I, the Labor Relations Analyst performs a wide variety of structured labor relations tasks including research and analysis of the less complex grievances and application of statutes, regulations, policies, arbitrations, and labor negotiations, and supports the Labor Relations Specialists in the unit. The incumbent will report to California Health Care Facility in Stockton and CCHCS Headquarters in Elk Grove on varying days.</p><div><br>
This position is located in Labor Relations, Performance Management, and Staff Development. Staff in this program are responsible for promoting harmonious labor relations between CCHCS, its employees, and employee organizations; providing management/supervisors with the tools and resources necessary to carry out the state&rsquo;s progressive disciplinary process; and delivering effective and innovative training to further employees&rsquo; professional growth.</div><p>

The Office of Training Operations (OTO) unit is responsible for all aspects of curriculum development and training delivery of social services policies and procedures for programs administered by DSS/HRA/DHS including but not limited to Cash Assistance, and Supplemental Nutrition Assistance Program (SNAP); employment, education and engagement programs, Medicaid and Social Security Assistance, Customized Assistance Services, services to immigrants, refugees and non-citizen, domestic violence<br>

The Office of Policy, Procedures and Training (OPPT) is recruiting for one (1) Associate Staff Analyst to function as Senior Project Analyst for their Office of Logistical Support Operations.<br>

Under the direction of the Director of Support Operations with wide latitude for independent judgment, the Senior Project Analyst is responsible for difficult, important ongoing and new projects of the Office of Policy, Procedures and Training in support of ongoing training site operations. This position determines the proper way to implement new initiatives, develops project plans, and coordinates the implementation.<br>

The Senior Project Analyst will:<br>

<ul><li>Prepare extensive and complex floor diagrams, management reports, construction orders and schema related to training facility development and maintenance. This vital role as an <b>Employee &amp; Labor Relations Representative</b>will serve as the agency&rsquo;s primary consultant and be in the forefront of labor contract administration, workplace investigations and resolution of employee relations issues and grievances. <li>Master's degree and prior health-care experience preferred.</li>

<li>Experience in supporting contract negotiations, resolving and defending grievances, arbitrations, unfair labor practice charges, and collective bargaining agreement compliance.</li>
