The Lead Proposal Engineer will be responsible for managing the complete tendering and estimation process for brownfield EPC and long-term maintenance projects. This includes handling client RFQs, preparing pre-qualifications, developing detailed technical and commercial proposals, and coordinating with internal departments, engineering consultants, and vendors. The role demands strong technical acumen, commercial awareness, and the ability to manage multiple bids under tight deadlines.
 The ideal candidate will have a deep understanding of EPC project costing, estimation methodologies, and tender processes, along with proficiency in project planning tools such as Primavera P6, MS Excel, and MS Project. The individual will serve as the single-point contact for proposal management, ensuring compliance with client requirements, optimizing cost and schedule, and supporting the sales and project execution teams through all phases of the bid process.
 
Key Responsibilities: 
<ul>
<li>Lead the preparation and submission of EPC brownfield tenders, ensuring full compliance with client and project requirements.</li>
<li>Receive and review Client RFQs and QE tenders, manage the pre-qualification process, and coordinate submissions accordingly.</li>
<li>Review and prepare bid bonds, tender bonds, and other tender-related documentation in compliance with contractual obligations.</li>
<li>Develop comprehensive technical and commercial proposals in coordination with internal departments and relevant stakeholders.</li>
<li>Prepare and issue RFQs to engineering consultants, vendors, and suppliers through the supply chain process, ensuring alignment with tender scope of work (SOW) and specifications.</li>
<li>Develop detailed project costings, Bills of Quantities (BOQs), and pricing breakdowns based on input from engineering, procurement, and construction teams.</li>
<li>Prepare accurate cost summaries, estimation sheets, and internal bid evaluation reports.</li>
<li>Perform detailed quantity take-offs for all project components and validate cost assumptions.</li>
<li>Develop cost estimates for materials, labor, equipment, and other resources required for EPC and maintenance projects.</li>
<li>Draft and manage pre-bid queries, clarifications, and addenda in coordination with clients.</li>
<li>Ensure all proposal documents comply with technical requirements, contractual terms, and commercial conditions.</li>
<li>Support the sales and business development teams during client meetings, presentations, and contract negotiations.</li>
<li>Maintain a comprehensive proposals and tender database, ensuring all documentation is well-organized and traceable.</li>
<li>Interpret and review engineering drawings, P&IDs, process flow diagrams, layouts, and technical specifications to support accurate estimation and scope definition.</li>
<li>Apply effective costing and estimation methodologies suitable for EPC brownfield and retrofit projects.</li>
<li>Prepare and establish project schedules in Primavera P6 aligned with tender requirements; proficiency in MS Excel, MS Project, and AutoCAD (preferred) is essential.</li>
<li>Manage multiple proposal submissions simultaneously, meeting deadlines while maintaining accuracy and quality.</li>
<li>Act as a single point of responsibility for managing project interfaces and ensuring all relevant technical data is captured for effective brownfield integration.</li>
<li>Manage technical queries during the engineering phase and coordinate timely responses with stakeholders.</li>
<li>Oversee project cost, schedule, and delivery performance during the engineering and procurement phases.</li>
<li>Lead the technical bid evaluation (TBE) process and prepare comprehensive technical evaluation reports.</li>
<li>Coordinate and actively participate in all QHSE (Quality, Health, Safety & Environment) reviews as required.</li>
<li>Prepare and conduct Work Order Kick-Off meetings in accordance with project management procedures.</li>
<li>Identify, assess, and document project risks, ensuring effective mitigation measures are implemented and monitored.</li>
